(ĐN)- In the first half of 2025, Dong Nai province undertook series of critical and unprecedented administrative reforms. Despite the challenges, with decisive leadership from the provincial Party Committee, People’s Council and People’s Committee, alongside the concerted efforts of local authorities, the business community and residents, Dong Nai recorded encouraging achievements in economic development, Party-building, public administration, and grassroots engagement.

Chairman Vo Tan Duc of the provincial People’s Committee emphasized that the province strictly followed Party Central Committee resolutions and the directions of the Politburo and Secretariat. One of the province’s most significant tasks was finalizing the merger plan for the former Dong Nai and Binh Phuoc provinces into the new Dong Nai. This included restructuring administrative units at commune and ward levels, dissolving former district-level divisions, and launching a two-tier local government model.
Throughout this landmark process, local Party Committee at all levels demonstrated a strong sense of responsibility, executing the transition methodically and in alignment with directives from the Politburo. Simultaneously, they prioritized public welfare, fostering unity and social consensus.
According to Bui Thi Yen, Deputy Head of the provincial Party Committee's Organization Commission, the newly merged Dong Nai now comprises 99 subordinate Party units with over 130,000 members. The province operates 61 agencies at the provincial level and nearly 2,000 administrative units at the grassroots level. More than 2,100 civil servants and employees were supported in early retirement or transition policies following the merger.
As of July 1, the two-tier local government system officially went into effect, with administrative operations proceeding smoothly and in full compliance with Party and State regulations.
A Government that runs without disruption
Secretary Giang Thi Phuong Hanh of Binh Phuoc ward's Party Committee noted that after the commune-level merger, local authorities swiftly stabilized internal structures and resumed full operations.
Within just six months, the ward achieved 70% of its annual budget revenue target. Administrative services for citizens and businesses continued uninterrupted. Remarkably, just nine days after its public service center opened, the ward processed over 2,400 transactions, received 1,200 applications, and resolved nearly 1,000 cases either on time or ahead of schedule, clear indicators of the professionalism and commitment of local staff.
While pushing ahead with the administrative transition, the provincial leaders remained focused on economic growth. Dong Nai continues to aim for double-digit growth this year.
According to Director Truong Thi Huong Binh of Finance Department, Dong Nai’s gross regional domestic product (GRDP) grew 8.23% in the first half of 2025 compared to the same period in 2024, ranking 13th among 34 centrally governed provinces and cities, and outpacing the national average growth rate of 7.52%.
Major infrastructure projects also progressed with creative strategies and bold campaigns. Notably, in order to hand over the entire site for the Bien Hoa–Vung Tau expressway on schedule, the province launched a 50-day and night campaign in former Bien Hoa city. The campaign, which emphasized door-to-door outreach, proved unprecedented in scale and resulted in the successful completion of land clearance.
Ensuring well-being and stability
Beyond governance and infrastructure, Dong Nai has also made advances in culture, education, healthcare, science and technology, and social welfare. The province has prioritized improving quality of life and ensuring inclusive development.
Security and social order remain stable across the province, with effective responses to emerging situations.
These achievements not only reflect the province’s resilience and adaptability but also signal its readiness to contribute more substantially to the country’s broader trajectory of renewal and national advancement.
