July 1, 2025 marked a significant milestone for Vietnam as the two-tier local government model was officially launched nationwide. After one month of implementation, the model of a “service-oriented government” , replacing the traditional “management-focused government”, has gradually taken root in practice, serving as compelling evidence of the nation’s strong commitment to reform and building a professional, transparent, modern, and people-centric public administration.
Over the past month, numerous images have captured cadres, civil servants, and public employees traveling dozens, even hundreds of kilometers to fulfill their duties, navigating vast territories and difficult terrain. Some have had to live away from their families, work in temporary accommodations, and operate under resource constraints. But, above all, what stands out is their sense of duty, humble attitude, desire to contribute, and the enduring spirit of “serving the people.”
Importantly, practical experience from various localities, including Dong Nai, has given rise to several effective initiatives and models that are now being replicated more widely. For instance, local governments have proactively established mobile service points in residential areas to resolve administrative procedures on-site, reducing inconvenience for residents. In some areas, digital platforms have been effectively leveraged and connected to national databases, integrating personal, land, insurance, healthcare, and education information, to streamline operations with greater transparency and efficiency. Particularly noteworthy is the use of the VNeID digital ID platform in receiving and processing administrative requests, representing a clear step forward in administrative reform.
Additionally, over the past month, residents in communes and wards no longer face the burden of frequent travel or the feeling of distance when engaging with local authorities. Instead, they have been met with friendlier, more responsible, and more dedicated local officials. While some initial disruptions in public sentiment were inevitable, the majority of citizens have expressed support for this major policy of the Party and the State. They have shown a willingness to adapt and share in the challenges faced by local authorities and public servants. Many have even voluntarily assisted in communication and helped guide others in navigating new administrative procedures and digital tools.
Looking ahead, it is essential to continue scaling up successful models and effective practices. At the same time, greater emphasis must be placed on strengthening administrative discipline, enhancing inspection and supervision, and most importantly listening to grassroots voices- the direct beneficiaries of public policy. It must also be reiterated that the two-tier local government model will only yield true results when every public servant fully embraces the mindset of “working until the job is done, not just until the day is over,” maintaining integrity and decisively taking action in the interests of the people.
While one month may be a short period, it has been sufficient to build momentum and foster public trust, both in Dong Nai and nationwide, for the implementation of the two-tier local government model. And if this momentum is maintained, the model promises to be a major breakthrough in the country's journey to build a socialist rule-of-law state -by the people, of the people, and for the people- in this era of national advancement.
