Attending the event were leaders of ministries, agencies and localities as well as 350 delegates representing 66,000 local Party members.
In his opening speech, Secretary Tran Dinh Thanh of the provincial Party Committee highlighted that the congress is intended to review the implementation of the resolution from the 9th DPC Party Congress and determine orientations, goals and missions and those for consolidating the DPC’s Party organisation through 2020.

The event will also debate and give feedback on the Party Central Committee’s draft documents to be submitted to the 12th National Party Congress while electing delegates to the national congress, he added.
Addressing the congress, Prime Minister Nguyen Tan Dung congratulated the DPC’s Party organization, authorities and local people on their accomplishments over the last five years. Particularly, the province’s annual economic growth rate reached an average of 12 per cent over the past five years, while GDP per capita was estimated to reach over $3,000 this year, 2.55 times higher than that of 2010. Social welfare has been ensured for all citizens, especially those living in poor and mountainous regions. Party building and political system strengthening have seen new and positive changes, he added.

Prime Minister also asked the Congress to extensively discuss shortcomings and weaknesses that need to be addressed, including a slow shift to new economic models, asynchronous socio-economic infrastructure, low workforce quality and limited Party leadership in several units, etc.
He advised the province to continue strategic breakthroughs to improve the investment climate, restructure the economy and renew its growth model while giving priority to green and hi-tech projects to build Dong Nai to be a modern industrial province by 2020.
Besides, the province was urged to continue building new-style rural areas and developing agriculture by adopting technological advances, while simultaneously paying heed to socio-cultural well-being, including sustainable poverty reduction, political security and social safety and order, and Party building.
He urged the congress to select outstanding representatives of the province to attend the 12th National Party Congress.
