In his keynote speech, Trong admitted that despite recent progress, discovering, tackling and preventing corruption has yet to live up people’s expectations.
Corruption remains serious and rampant in various hierarchical levels and sectors, especially in banking-finance, the use and management of land and natural resources, and public investment, he said, adding corruption is a big challenge and one of the most burning issues in society.
The Party leader attributed endemic corruption to the country’s incomplete legal system, cumbersome administration apparatus, and lack of responsibility of ranking officials, as well as weaknesses in mobilising people in the fight.
He underlined the need to revise and complete the legal system, primarily laws on social and -economic affairs management, to prevent and root out corruption.
He asked Party organisations and their leaders to show strong political commitments, by developing guidelines, having close coordination, and mobilising the aggregate strength of the entire political system and society, considering this the decisive factor in combating corruption.
Political commitments must be met through specific actions and publicised so that the people know, assist and oversee them, he said.
He also proposed enhancing communications and education to raise awareness and responsibility among ranking officials, Party members, and people towards the fight.
Education is an effective tool for strengthening morality, promoting integrity, and preventing moral erosion and decadence among ranking officials and Party members, Trong stressed.
He also reminded anti-corruption agencies to be highly vigilant against hostile forces’ insidious schemes attempting to make use of the fight and undermine national unity.
