The Communist Party of Vietnam’s Central Committee (CPVCC) convened its seventh conference in Hanoi on May 2, presided over by General Secretary Nguyen Phu Trong.

During the ten-day event, CPVCC members will consider ways to perfect political systems from the central to grassroots levels, reform and enhance the Party leadership in mass mobilisation work, the amendments to the 1992 Constitution, the one-year implementation of Resolution on Party building issued at the CVPCC’s fourth conference, planning for strategic-level positions, measures against climate change and strengthened efforts to protect natural resources and the environment.

Addressing the event, Trong said the meeting needs to thoroughly review the implementation of the CPVCC’s Resolutions and conclusions, point out existing strengths, shortcomings and their causes, as well as ways to overcome them.

Regarding the enhancement of Party leadership in mass mobilisation work in the new situation, Trong stressed that in order to increase bloodline relations between the Party and people, the Party must look after the latter’s material and spiritual lives, respect and uphold their mastery rights, strengthen and render Party organisations and local authorities transparent, making the Party worthy of its position as loyal leader and servant of the people.

As for the draft amendments to the 1992 Constitution, Trong said Party members, officials and people of all strata have actively contributed their ideas to the document over the past time, adding that it was truly a widespread democratic political activity.

The Party chief also requested CPVCC members to scrutinise a report on the draft amendments in the spirit of acquiring sound opinions, maintaining issues of principle that are the essence of the State and political regime, affirming that the law-governed socialist State is of, by and for the people and led by the CPV.

In regards to Party building launched over one year ago, the Party leader hailed the Party Committees and bodies, together with a contingent of officials and Party members for fully recognising the urgency and necessity of further Party reforms and over-haul, making the Party increasingly transparent and strong.

Amid difficulties and challenges, the implementation of the Resolution of the CPVCC’s fourth conference contributed to fulfilling socio-economic goals last year, sustaining macro-economic stability, taming inflation, ensuring social welfare while strengthening national defence and security, maintaining social safety and order and improving Vietnam ’s prestige and position, he said.

Mentioning personnel planning for strategic-level positions, Trong said the Politburo promptly submitted to the meeting a plan for the CPVCC, Politburo, Secretariat and key Party and State positions for the 2016–2021 tenure and following tenures.

Trong added that coping with climate change, natural resources management and environmental protection are vital to the sustainable development of every nation.

He asked the delegates to put forward sound and timely guidelines on this issue to realise the 11th National Party Congress’s stance on sustainable development for socio-economic development into 2020 and beyond.
