In his speech, PM Dung stressed that receiving citizens and dealing with their complaints and denunciations are a regular and key political task of the Party organization and administration at all levels.
Over the past years, relevant agencies resolved 88 percent of complaints and 84 percent of denunciations. However, 528 cases have not yet been resolved, destabilizing the country’s socio-economic situation.
PM asked provincial and municipal People’s Committees to analyze the cause of prolonged complaints to work out effective solutions for dealing with the pending cases, and revamp mechanisms to serve the interests of both the people and development.
According to a report from 2008-2011 presented by Government Chief Inspector Huynh Phong Tranh, leadership capacity and responsibility for resolving complaints and denunciations were raised, while greater attention was given to promoting closer coordination between central and local agencies, aiming to deal with complex cases rapidly and properly.
Yet, there remain weaknesses and limitations in dealing with issues, as many localities have failed to take effective measures to handle violations.
From 2008-2011, State administrative agencies received more than 1,572 million complainants and denunciators, and handled nearly 673,000 petition letters. The number of cases involved in complaints and denunciations in 2011 was 26.4 percent more than in 2008.
During the reviewed period, the State took back more than VND1,000 billion and 1,241 hectares of land, levied administrative penalties on 2,951 people and transferred 239 cases and 382 offenders to the investigation agency.
Citizens’ complaints and denunciations related to land issues account for 70 percent, mostly regarding damages or support for resettlement after State land acquisition to carry out socio-economic development projects.
With regard to orientations and future tasks in this field, Tranh underlined the need to create the best possible conditions for citizens to exercise their rights of complaint and denunciation, and focus on handling more than 85 percent of cases. It is essential to control and resolve completely prolonged cases of great public concern, Tranh noted.
The Government Chief Inspector also proposed continuing to implement a project to step up communication on the Law on Complaints and Denunciations, and quickly issuing the Law on Demonstration which will serve as a foundation for combating and handling cases of abusing complaints and denunciations to cause turbulence.
