
The first session of the 13th National Assembly (NA) kicked off in Hanoi on July 21 to discuss a series of important matters, including electing and approving senior state leaders, and setting up a committee for drafting amendments to the 1992 Constitution.

Addressing the session, NA Chairman Nguyen Phu Trong highlighted the success of the recent NA and People’s Council elections, with a higher voter turnout of 99.52 percent.
Mr Trong affirmed that in the previous tenure the NA had made many important innovations in its organization and activity and made great progress in legislation, supervision, and decision on important national issues.
Despite domestic and international difficulties, Vietnam continued to maintain an estimated growth rate of 5.57 percent in early 2011, especially high growth in the industrial and service sectors, said Mr Trong. Vietnam’s export earnings rose 30.3 percent, three times above target.
Meanwhile, Vietnam successfully maintained political and social stability and received strong support from other nations in the region and the world.
However, the top legislator also pointed out some shortcomings in the country’s socio-economic development in the first half of 2011, such as high inflation, low economic growth in comparison with the same period last year, and a decline in investment and securities, as well as unexpected happenings in the real estate market.
According to the agenda, the NA’s session will hear reports on the results of the elections of deputies to the 13th NA and the 2011-2016 People’s Councils, and reports on the voters’ proposals nationwide. It will later elect and approve senior leaders in the state apparatus.

The NA’s Standing Committee will submit a report on the research into the revision of the 1992 Constitution and the establishment of a committee for drafting such a revision.
