The Vietnamese leaders who received congratulations include President Truong Tan Sang, Prime Minister Nguyen Tan Dung and National Assembly Chairman Nguyen Sinh Hung.
Chinese President Hu Jintao, Chairman of the Standing Committee of the National People's Congress Wu Bangguo, and Prime Minister Wen Jiabao respectively sent congratulatory messages to their Vietnamese counterparts.
The Chinese leaders stressed that Viet Nam and China have been close neighbouring countries and people of the two countries have had a long-term traditional friendship.
They expressed their hope that relations between the two countries would futher developing for the two countries' mutual benefit and for the sake of peace, stability and development in the region.
Lao leaders, in their congratulatory message, said they were delighted by the achievements Vietnamese people have gained in national construction.
They believed that under the newly-elected Vietnamese leadership, the 11th Party Congress's resolution would successfully be carried out for the accomplishment of the 2011-2020 development strategy and a prosperous, socialist Viet Nam with wealthy people and an equitable, democratic and civilised society.
Russian President Dmitry Medvedev sent his congratulation to President Sang. In his message, Medvedev hoped that Sang would continue to strengthen the ties between Viet Nam and Russia.
Medvedev also invited Sang to officially visit the Russian Federation.
Japanese Prime Minister Naoto Kan extended his best wishes and congratulations to Prime Minister Dung.
In his message, Kan said he believed that Dung would continue his devotion Viet Nam prosperous development in this new term. He said that he was ready to co-operate with Dung to boost the strategic partnership between the two countries.
