Orphans Among Subjects Entitled To Monthly Social Allowance

The Government has issued Decree No. 20/ND-CP dated March 15, 2021 stipulating EIGHT target groups entitled to monthly social allowance.
 
 

The Government has issued Decree No. 20/ND-CP dated March 15, 2021 stipulating EIGHT target groups entitled to monthly social allowance.

Under Article 5 of the Decree, the following subjects shall receive monthly social allowance:

(i) Children under 16 years old having no nurture source:

- Being abandoned and not yet adopted

- Being orphans whose parents have died

- Being orphans whose mother or father has died and the remaining parent has been declared missing as stipulated by laws

- Being orphans whose mother or father has died and the remaining parent is receiving care and nurture benefits ta social protection establishments or social houses

- Being orphans whose mother or father has died while the remaining parent is serving prison term in jail or is exercising decision on handling of administrative violation at rehabilitation establishments, compulsory educational establishments, and compulsory detoxification establishments

- Children whose mother and father have been declared missing as regulated by law

- Children whose mother and father are receiving care and nurture benefits at social protection establishments or social houses

- Children whose mother and father are being jailed or exercising decision on handling of administrative violation at rehabilitation establishments, compulsory educational establishments, and compulsory detoxification establishments

- Children whose mother or father has been declared missing as regulated by laws and the remaining parent is receiving care and nurture benefits at social protection establishments or social houses

- Children whose mother or father has been declared missing as regulated by laws and the remaining parent is being jailed or is exercising decision on handling of administrative violation at rehabilitation establishments, compulsory educational establishments, and compulsory detoxification establishments

- Children whose mother or father is receiving care and nurture benefits at social protection establishments or social houses and the remaining parent is being jailed or is exercising decision on handling of administrative violation at rehabilitation establishments, compulsory educational establishments, and compulsory detoxification establishments

(ii) Children who are aged between 16 and 22 and are in high school, vocational school, professional school, college and university of first degree.

(iii) Children who are infected with HIV/AIDS and are members of poor households.

 (iv) Poor people are not married; are married but the wife or husband has died or has been declared missing as regulated by law and is raising children under 16 years old or children from 16-22 years old and these children are learning at high school, vocational schools, professional school, college and university.

(v) Elderly people subject to one of the following cases:

- Being member of poor household and having no one with obligations and rights to serve them or having one with obligations and rights to serve them but this person is receiving monthly social allowance

- Poor people aged between full 75 to 80 years old are living in rural, ethnic minority and mountainous areas

- People aged from 80 years old and above who live without retirement pension, monthly social insurance and social protection allowance

(vi) Disabled people as stipulated by law

(vii) Children aged under three years old of poor households who are living in rural, ethnic minority and mountainous areas

(viii) People infected with HIV/AIDS of poor households who live without monthly salary, monthly retirement pension, monthly social insurance and monthly social protection allowance.

The benchmark amout of monthly social allowance for the aforesaid subjects shall be increased to VND360,000 from VND270,000 since July 1, 2021, according to the Decree./.
