Bidding required for state budget-funded radio and television broadcasts

The production of radio and television broadcasts and provision of Internet-based radio and television services using state budget funds would be implemented through bidding or order placement.

 

The production of radio and television broadcasts and provision of Internet-based radio and television services using state budget funds would be implemented through bidding or order placement.

This is highlighted in a draft circular drafted by the Ministry of Information and Communications (MIT) to guide Decree 32 issued in April this year.

Under the draft, public non-business services in the information and communications sector which are funded by the state budget include production of radio and television broadcasts in the forms of reportage or documentary under the State’s orders or sponsorship and provision of Internet-based radio and television services for overseas Vietnamese.

For products and services produced or provided with part of funds coming from the state budget, producers and service providers may get revenues from such sources as  product distribution and service provision; proceeds from exchange or provision of copyright in accordance with the law on intellectual property in the fields of press, publication and information technology. Besides, they earn revenues from advertising, joint activities in press or publishing, and business activities to cover part of expenses for production and provision of these products and services.

Particularly for products and services of which expenses for production or provision are wholly covered by the state budget, producers or service providers may neither insert advertisements nor collect charges may.
