A series of new policies on karaoke service business, management and use of paddy cultivation land, business registration fee shall come into effect since September, 2019. 

Regulations on karaoke service business

Decree 54/2019/ND-CP, dated June 19, 2019 on karaoke service business, dance service came into effect from September 1, 2019. 

The Decree prescribes that enterprises and business households are required to not provide karaoke services from 12:00 AM to 08:00 AM and provide dance hall services from 02:00 AM to 08:00 AM.

Karaoke and dance hall service businesses are bound not to install door locks or alarms inside (except fire safety equipment).

In particular, persons aged under 18 years are not allowed to access dance hall services.

Paddy cultivation land

Decree 62/2019/ND-CP, dated July 11, 2019 amends and supplements some articles of Decree 35/2015/ND-CP, dated April 13, 2015 on management and use of paddy cultivation land. 

Penalties for administrative violations 

Decree 63/2019/ND-CP dated July 11, 2019 on penalties for administrative violations against regulations on management and use of public property, thrift practice and wastefulness combat, national reserve and state treasury. 

The decree took effect since September 1, 2019, stipulating the maximum penalties of VND 50 million for individuals and VND 100 million for organizations for administrative violations against regulations on management and use of public property, national reserve and state treasury. Infringements for regulations on thrift practice are subjected to maximum penalties of VND 100 million for individuals and VND 200 million for organizations. 

Supplements to list of endangered, precious and rare species

Decree 64/2019/ND-CP, dated July 16, 2019 of the Government amends Article 7 of Decree 160/2013/ND-CP dated November 12, 2013 by the Government on the criteria to differentiate species and the regime to manage species in the List of endangered, precious or rare species.

Accordingly, in comparison with the old List, this new List adds more 11 plant species and 16 animal species considered to be endangered, precious and rare.

The List of endangered, precious and rare species shall be amended, supplemented by the Government every 3 years.

The decree takes effect on September 5, 2019. 

Granting mining rights

Decree 67/2019/ND-CP dated July 31, 2019 prescribes charges for granting mining right and calculation methods and shall take effect from September 15, 2019. 

This Decree provides for the new Table of charges for granting mining right (R) as the basis for calculation of charges for granting mining right 

Accordingly, in comparison with the earlier rates, the new rates of some minerals are reduced such as: common building materials (except for sand, gravel and clay); coal; white sand, fire clay; white marble; silica stone; limestone for industrial use; native tin, wolfram, nickel ores; decorative stones.

In addition, this Decree also supplements regulations on adjusting charge for granting mining right with regard to the case of change of mineral reserve; change in price for calculating resource royalty or change in the rate of charge for granting mining right (Article 10).

List of imports required to follow customs procedures

Decision 23/2019/QD-TTg, took effect from September 1, 2019 and stipulates the list of imports required to follow customs procedures at the checkpoint of entry.

Levels of fees for enterprise registration 

Under Circular 47/2019/TT-BTC dated August 5, 2019, since September 20, 2019, levels of enterprise registration fees for issuance, reissuance and change of information inscribed on enterprise registration certificate is VND 50,000 per activity (currently VND 100,000 per activity);

The fee for issuing, reissuing or changing contents of the certificate of registration of operation of an enterprise’s branch, representative office or business location is VND 50,000 per activity performed (kept the same as currently applied); 

If an enterprise submits its online enterprise registration, exemption from fee for enterprise registration will be granted.

Levels of fees for provision of corporate information remain unchanged like those specified in existing regulations, except the fee for publication of information about enterprise registration which is reduced to VND 100,000 per activity performed (reducing by VND 200,000 compared with the level stipulated in the existing regulation)./.
