Over the past time, a large number of localities and enterprises have complained about prolonged BT projects. Hence, the first draft decree is expected to clear up the economic flow and serve economic growth.
At the meeting, delegates discussed controversial issues, including land allocation in line with horizontal price principle without auctions and the modal of project bidding and land use right auctions at the same time. The opinions of land auctions or horizontal price payment are the biggest obstacles.
Earlier, the provincial and municipal People’s Committees have conducted horizontal price payment in accordance with Decree 44 on land prices. However, a large number of people argued that land prices have yet matched up with the market and led to public asset losses.
Addressing the meeting, PM Phuc tasked the Ministry of Finance to collect comments to perfect the draft decree with a view to developing the economy; protecting public asset losses and preventing corruption.
On this occasion, the decree on detailed regulations to implement some articles of the Law on Planning was put on the table for discussion.
The Law on Planning was introduced on January 1, 2019 and is effective.
However, ministries, agencies, and localities have found it difficult to implement the law as some plans were stipulated in specialized laws which were expired since January 1, 2019.
The Ministry of Planning and Investment reported that the draft decree has been fundamentally finalized and should be released for ministries, agencies, and localities to compose plans in the 2021-2030 period./.
