The Agency of Foreign Trade (the Ministry of Industry and Trade) told the press that the new regulation provides the method of inspecting and verifying exported products’ origin and cases subject to and procedures for checking product origin records and documents.
The new regulation also specifies circumstances where the inspection and verification of exported products’ origin is required at the production establishments and responsibilities of relevant agencies, organizations and individuals.
Based on the mechanisms of self-certification of origin and grant of certificates of origin under regulations of importing countries which are currently being implemented or about to be implemented in Vietnam, subjects of application of Circular 39 are agencies and organizations authorized to grant certificates of origin; those permitting the self-certification of origin; and organizations receiving registered codes for certification of origin of goods and traders, informed the Agency of Foreign Trade.
The examination of issued or distributed origin certification records and documents and origin inspection and verification at production establishments will be carried out when competent agencies of importing countries so request or to meet requirements of risk management and combat against goods origin frauds.
The examination of origin certification records and documents will also be carried out when other local functional agencies require coordination upon existence of any suspicion or detection of signs of a goods origin fraud.
The procedures for inspecting and verifying origin of goods provided in the Circular are the process of coordination between local competent agencies and organization and customs offices as well as traders of importing countries.
