Government increases fines for multi-level marketing violations

The Government has recently issued Decree 141 revising a number of articles of the decrees on sanctioning of administrative violations in multi-level marketing (MLM).

Accordingly, a fine of between VND 80 million and 100 million will be levied on an organization that requests others to deposit, pay a sum of money or buy a quantity of goods in order to have MLM contracts concluded, or refuses to pay commissions, bonuses or other economic benefits that MLM participants are entitled to under contracts.


A fine from VND 20 million to 25 million will be imposed on an individual conducting MLM activities without a license.

A fine from VND 30 million to 40 million will be levied on an individual who organizes a conference, seminar or training course or introduces his MLM activities while having no MLM registration certificate.

Fines will be doubled if the violation occurs in two or more centrally run cities or provinces.

The new regulation will take effect on November 25.
