Circular 27, which will take effect on November 1, amends Circular 36 of 2014 on quality of airport passenger services and Circular 14 of 2015 on non-refundable advance compensation in air transport, aiming to better protect the interests of passengers and enhance responsibilities of aviation companies in case of flight delay and cancellation.
Under the Circular, air carriers will have to provide passengers with free drinks if their flights are delayed by two hours. Those whose flights are delayed by three hours will receive free meals. In case flights are delayed by six hours or longer, airlines will be required to arrange rest space or accommodation for their passengers. In addition, aviation companies will have to inform passengers of reasons for flight delays, expected time of departure or alternative flights.
Within 24 hours from the expected departure time of a delayed flight, the concerned air carrier will send to the airport authority a report stating the flight number, estimated time of departure, actual time of departure, number of passengers affected by the delay, number of passengers entitled to compensation, total damages, number of passengers provided with drink, food, accommodation or pick-up and drop-off services, and total incurred costs.
