Eight resolutions of National Assembly announced

General Secretary of the National Assembly (NA) Nguyen Hanh Phuc has announced eight resolutions which were passed by the 14th NA at its recent third plenary session.

The eight resolutions include:

1- Resolution No. 37/2017/QH14 dated June 19, 2017 on approving the State budget settlement in 2015.

2- Resolution No. 38/2017/QH14 dated June 19, 2017 on the separation of the land acquisition, compensation, assistance and resettlement component of the Long Thanh International Airport project into a subproject.

Accordingly, the NA has resolved that the Government direct the Dong Nai provincial People’s Committee, alongside relevant ministries and sectors, to design a feasibility study report on the land acquisition, compensation, assistance and resettlement project, and submit the report to the NA for consideration and approval at the fourth session of the 14th NA.

3- Resolution No. 39/2017/QH14 dated June 19, 2017 on approving a treaty supplementing the Border Delimitation Treaty between Vietnam and Laos regarding the revision of the starting point of the two countries’ border line.

4- Resolution No. 40/2017/QH14 dated June 19, 2017 on approving a protocol on the Vietnam-Laos border line and national border markers between the two countries.

5- Resolution 42/2017/QH14 dated June 19, 2017 on piloting the settlement of bad debts of credit institutions.

This resolution stipulates the pilot implementation of various policies on bad debt settlement and the handling of guaranteed assets for bad debts of credit institutions, branches of foreign banks and the State-owned organisations which are established by the Government to handle the bad debts of credit institutions. It also stipulates the rights and duties of all agencies, organisations and individuals involved in the settlement of the bad debts and guaranteed assets for the bad debts.

6- Resolution No. 43/2017/QH14 dated June 19, 2017 on accelerating the execution of policies and laws on food safety in the period of 2016-2020.

In this resolution, the NA has assigned the Government to exert efforts to forcefully reduce the number of food poisoning cases concerning many individuals; reduce the proportion of inspected food samples that do not meet safety requirements; and increase the rate of producers and traders of agro-forestry and fisheries products, meeting certified safety requirements, compared to the previous period.

The NA urged for a strategy and the implementation of measures to radically address any weaknesses, including the excessive residues of plant protection drugs, veterinary medicine and banned substances in livestock breeding, and the trading of counterfeit, low-quality and overdue products or products of unclear origins. In addition, the NA has also made a request for the strict control of raw input materials for food production and trading activities, as well as the application of stricter disciplines for food safety law violations.

7- Resolution No. 44/2017/QH14 dated June 19, 2017 on question & answer (Q&A) activities at the third meeting of the 14th NA.

In this resolution, the NA recognised the efforts, solutions and commitments made by the Government, the Ministry of Agriculture and Rural Development, the Ministry of Culture, Sports and Tourism, the Health Ministry and the Ministry of Planning and Investment, in implementing their assigned functions and tasks. The NA asked that the Government and the Prime Minister focus on realising their commitments whilst directing ministries, sectors and localities to synchronously implement measures to address any shortcomings or limitations, in order to remove all difficulties and create clear transformations in the fields questioned during the meeting.

8- Resolution No. 45/2017/QH14 dated June 21, 2017 on the establishment of a supervisory team over the implementation of policies and laws on the management and use of State capital at businesses, and on the equitisation of State-owned enterprises in the period of 2011-2016.
