The National Assembly (NA) on June 19 passed the revised Law on Tourism which notably asks tour operators to place deposits. The new law will go into force on January 1 next year.

 

The National Assembly (NA) on June 19 passed the revised Law on Tourism which notably asks tour operators to place deposits. The new law will go into force on January 1 next year.

Phan Thanh Binh, chairman of the NA Committee for Culture, Education, Youth, Adolescents and Children, earlier presented a report on feedback on the draft amendments to the Law on Tourism.

In terms of travel business, many deputies suggested reviewing the deposit requirement, as it has been ineffective, causing difficulties for tour operators that are not financially strong, and eroding their competitiveness.

However, according to the NA Standing Committee, tourism remains a conditional business sector, as it entails risks to tourists’ lives, physical and mental health. Many countries require tourism firms place deposits to compensate for their customers in case there are problems. Therefore, the regulation remains in place.

Some deputies suggested raising qualifications or professional degrees for tour guides who cater to international tourists, instead of the current vocational college degree qualifications.

Binh replied tour guides should acquire extensive knowledge and skills. Tourism colleges can train their students to become well-qualified international tour guides in accordance with Vietnam’s current training strategy. This will help increase the number and quality of professional tour guides for foreign guests.

The new law specifies that the tourism development assistance fund is sourced from the State budget, as well as voluntary and legal funds and contributions from individuals and enterprises at home and abroad.
