The Government issued Decree 56/2017/ND-CP (Decree 56), which clearly stipulates responsibilities of individuals and organizations in protecting children on the Internet.
Protecting children on the Internet has become a pressing issue as they are increasingly facing more risks of harassment and violation, including disclosure of personal information, exploitation of personal information for evil purposes, involvement in law violation, sexual scandals, online gaming, and negative influence of unhealthy information on personality.
Hence, Decree 56 promulgates responsibilities of individuals and organizations in protecting children on the Internet; raise awareness and obligations of families, schools, businesses, community, and State management agencies on the field.
Under Decree 56, State management agencies on information and telecom, education and training, organizations on children on the Internet are in charge of disseminating information to raise awareness and popularizing protection techniques for parents, child care workers, teachers, and relevant organizations on negative impacts of Internet environment on children; prevention of infringement on children.
Parents, teachers, and child care workers are responsible for educating knowledge; providing safety skills for children when accessing the Internet. Children are obliged to learn and practice self-protection on the Internet.
Internet service providers are in charge of guiding kids to use IT equipment and protecting children on the Internet.
Preventing unhealthy information for children
The Decree also asks relevant agencies, organizations, and individuals to ensure information safety for children on the Internet; prevent harmful information for kids in line with network safety regulations.
Online businesses and service providers are requested to provide protection services for children users.
Online gaming enterprises are required to control time and protect children from gaming addiction and abuse. They were asked to build and apply software and protective tools to protect children on the Internet.
Information posting needs Agreement
For posting personal information, enterprises, agencies, and organizations were asked to get permissions from parents, child care workers, and over seven-year-old children and bear a responsibility for ensuring information safety for children.
The public security agencies are responsible for conducting supportive measures to protect children on the Internet./.
