The Government issued 15 Decrees and the PM issued three Decisions in November.
Decree No. 144/2016/NĐ-CP providing for a number of peculiar mechanisms relating to investment, finance, budget and management of Da Nang City. The mechanisms are expected to help boost fast and sustainable socio-economic development in the city, create favorable conditions for the city to fully promote its advantages to become one of the biggest urban areas of the country and a socio-economic center of the Central region by 2020.
Decree No. 145/2016/ND-CP dated November 1st, 2016 of the Government on amendments to the Government’s Decree No. 108/2013/ND-CP dated September 23, 2013 on penalties for administrative violations against regulations on securities and the securities market. This Decree is to add the provisions on penalties for many administrative violations against regulations on securities and the securities market.
Decree No. 150/2016/NĐ-CP stipulating the function, task, right and organization of the Government Office will take effect since December 15, 2016. The Government Office, a ministerial-level agency and an assistant body of the Government and the PM, consists of 20 administrative units and one public unit.
Decree 153/2016/ND-CP provides regional minimum wage rates for contracted employees.
Accordingly, since January 1, 2017, the minimum wage will be applied for four different regions in ViệtNam as follows Region I: VND 3.75 million (US$ 178); Region II: VND 3.32 million (US$ 158); Region III: VND 2.9 million (US$ 138) and Region IV: VND 2.58 million (US$122).
Decree No. 154/2016/NĐ-CP dated November 16, 2016 defines environmental protection charge for wastewater referring to payers, collectors, fee exemptions, management and use of fees and responsibility and rights of local authorities.
Decree No. 158/2016/NĐ-CP dated November 29, 2016 on guidelines for the Law on Minerals stipulates refund on mineral exploitation, expenditures of mineral exploring, investment of the State in mineral exploring and exploitation and responsibility of monitoring poisonous mineral.
Decree No. 160/2016/NĐ-CP dated November 29, 2016 on conditions for sea shipping and sea shipping support service business defines specific conditions on sea shipping, Vietnamese organizations and individuals, foreign organizations and individuals relating to business of sea transportation and business of sea transportation agency services, sea transportation towage services in Viet Nam.
The PM issued Decision No. 50/2016/QD-TTg providing the criteria for identifying exceptionally difficult villages and ethnic minority-inhabited and mountainous communes to be applied in the 2016-2020 period.
