Under Decree 155/2016/ND-CP, individuals and organizations will be punished up to VND 2 billion (US$ 90,000) for violating regulations on sewage discharge with environmentally harmful parameters.
The new decree also clearly stipulates administrative violation behaviors, forms of punishment, levels of penalties, amendments, authority of punishment, responsibilities and coordinating mechanisms, investigations as well as inspections on environmental protection.
A warning fine will be applied to sewage discharge cases which are found to exceed 10% of technical standards on environmentally harmful parameters.
Sewage discharge cases with 1.5 to 2 times higher than the technical standards will be subjected to VND 3-750 million of fine.
A pecuniary penalty from VND 20-850 million will be applied to sewage discharge cases with infringements of 2-3 times higher than the technical standards.
Sewage discharge cases will face a penalty of VND 30-950 million for infringements of 3-5 fold higher than the technical standards.
A fine of VND 50 to 1 billion will be imposed on illegal sewage discharge with infringements of over 5 times of the technical standards.
In addition, besides pecuniary penalty, individuals and organizations will have to take measures to repair environmental damages./.
