Government directs prevention of online information conflicts

The Government has issued a decree prescribing the principles, contents, measures, international cooperation and responsibilities in preventing online information conflicts in Vietnam.

Under Decree No. 142/2016/ND-CP, the Government sets forth four major contents to prevent online information conflicts, including supervising, detecting and warning conflicts; identifying causes of conflicts; screening, remedying and eliminating conflicts; and providing public information and performing international cooperation on online information conflicts prevention.

Accordingly, professional agencies and agencies managing information systems must regularly supervise, detect and warn online information conflicts, especially for important national information systems and international connection portals.

To identify the roots of online information conflicts, specialized agencies must recognize information packages, input and output addresses, service portals and methods and tricks of such conflicts, as well as the subjects, purposes and levels of conflicts.

Decree No. 142 also points the responsibility of agencies in charge of information systems for remedying conflicts in areas under their management. In addition, telecommunications and Internet service providers must work with professional agencies in eliminating online information conflicts.

This Decree is one of the seven legal documents detailing the Law on Cyberinformation Security, and will take effect on December 1, 2016.-
