The Government has recently issued a decree stipulating requirements for investment and operation in the field of vocational education, including the necessary conditions required for the establishment of vocational educational institutions and branches of intermediate schools and colleges.
Accordingly, vocational educational institutions could be established or allowed to be established as they have establishment projects and meet the following requirements:
1- Fitting the planning of the vocational educational institution networks of Viet Nam; of ministries, ministry-level agencies and government agencies; and of provincial and municipal People’s Committees. Once established, public vocational educational institutions must pledge to operate under the self-control mechanism of public service units stipulated by the government.
2- Training scales: a) a vocational educational center applies an elementary-level training scale with at least 150 learners per year; b) an intermediate school applies a secondary-level training scale with at least 250 students per year; c) a college applies a college-level and secondary-level training scale with at least 500 students per year.
3- Having venues for infrastructure facilities, ensuring a minimum land area of 1,000 squares meters for a vocational educational center, 20,000 square meters for an intermediate school and 50,000 square meters for a college.
4- The investment capital for the establishment of vocational educational institutions comes from legal sources, with a minimum sum of VND5 billion for a vocational educational center, VND50 billion for an intermediate school and VND100 billion for a college. The land value is not included.
5- Meeting the requirements for registration of vocational educational operation as stipulated in the decree (concerning the organizational structure, infrastructure and training devices, training programs and the staff of educators and management officials)
Vocational educational institutions for people with disabilities must ensure the abovementioned requirements as well as the requirements stipulated at term ‘a’ and ‘b’ of Article 18 Subarticle 3 in the Law on Vocational Education.
In addition, the decree also stipulates the requirements for the establishment or the permission to establish branches of intermediate schools and colleges. Accordingly, intermediate schools and colleges must have projects on establishing or allowing to establish their branches, including the contents as follows: 1- The necessity to establish branches; 2- Names and operational scale of branches; 3- Construction and development plans and training scales corresponding to each development stage of branches; 4- Plans concerning the organizational structure, infrastructure and training equipment; training programs; the staff of educators and managers.
