A number of policies on compulsory detoxification establishments, functions, tasks, powers and organizational structures of ministries and ministerial-level agencies and natural resources, maritime environment, seas and islands database will come into force in October 2016.
Decree No. 136/2016/NĐ-CP on amending a number of articles of the Government’s Decree No. 221/2013/ND-CP dated December 30, 2013, prescribing the application of the administrative handling measure of consignment of drug addicts to compulsory detoxification establishments will take effect since October 30, 2016.
Decree No. 123/2016/NĐ-CP defining the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies will be active from October 15, 2016.
Accordingly, ministries are agencies of the Government having the functions of State management on one or some public areas, sectors and services in the national scope.
The Ministers are members of the Government and head and monitor the ministries, being responsible for State management in assigned areas and sectors as well as launching and following the operation of law enforcement related to their areas and sectors.
The Deputy Ministers help the Ministers realize one or some specific tasks assigned by the Ministers and hold responsible for their tasks.

Decision No. 35/2016/QĐ-TTg stipulates
Circular No. 20/2016/TT-BTNMT on establishment, exploitation and use of natural resources, maritime environment, seas and islands database will come into force since October 10, 2016.
The establishment of natural resources, maritime environment, seas and islands database must ensure the principles of serving for the State management work, meeting the demands for the national socio-economic development and guaranteeing the national defense and security.
Natural resources, the maritime environment, seas and islands database must be monitored closely to ensure information safety, long-term reserves and State secret as well as facilitate network activities.
