The basic wage is applied to officers and employers working in agencies, organisations and establishments of the Party, State and socio-political organisations at the central level, in centrally-governed provinces and cities, as well as in special districts, communes, economic and administrative units and military forces, which are operated by the State budget’s funding.
The basic wage is used to calculate wages in payrolls, allowances and other regulated policies for the above-mentioned beneficiaries. It is also used to calculate regulated fees, deductions and other entitlements.
The basic wage will be adjusted according to the State budget’s capacity, the consumer price index and the country’s economic growth.
The Decree also directed central agencies, ministries, provinces and cities to use capital sources to implement the salary reform policy.
