The Government has released a new decree to amend Decree No. 38/2013/ND-CP, dated April 23, 2013 on management and use of official development assistance.
Under the newly-approved decree, ODA capital and preferential loans are given to projects on socio-economic infrastructure; socio-economic policy making and empowerment of State management institutions; manpower development; scientific and technological development; environmental protection; climate change response; green growth; PPP projects; and others in accordance with the PM’s decisions.
Item 1, Article 17 of the Law on public investment regulates investment orientations of national target programs and national important projects which spend ODA and preferential loans.
The PM is responsible for deciding investment orientations on (i) ODA and preferential loans spending projects; (ii) over US$2 million sponsoring projects; and (iii) budget support.
The new decree regulates handier procedures on selection and proposal of ODA and preferential projects in accordance with socio-economic development plans and strategies; medium-term and annual public investment plans; policies on ODA priority; and public debt payment of the Government and localities.
The Ministry of Planning and Investment, Ministry of Finance, related agencies are in charge of selecting appropriate programs and report to the PM./.
