The Ministry has sent its document to schools instructing to carry out the regulation strictly. By April 10, 2015, all students must wear helmets when they are on motorbikes and electricity bikes.
The Ministry's regulation is to help young students develop good habit of wearing helmets when they are on motorbike as well as raise their self awareness of obeying the traffic regulations.
Violating students will be reprimanded. The departments of education and training must issue proper penalties to violators to ensure that the regulation must be carried out strictly in schools.
The Ministry ordered primary schools and junior high schools to popularize this regulation to parents, forcing that they must sign pledges to make their children wear helmets.
Implementation of the regulation is one of standards to value emulation movements between educational facilities in the academic year 2014-2015.
