The Ministry of Finance has recently issued a circular directing the implementation of the Government decree on managing, utilizing and extracting land for transport infrastructure.
The Ministry of Finance has recently issued a circular directing the implementation of the Government decree on managing, utilizing and extracting land for transport infrastructure.
It is clearly defined that organizations, agencies and individuals are allowed to manage, utilize and exploit the transport infrastructure that they invest in in accordance with national standards and specific standards regulated by the transport sector.
They are in charge of maintaining, exploiting and protecting the infrastructure as regulated and being responsible for financing to conduct the work under their authorized management.
The management, utilization and exploitation are implemented in accordance with signed contracts as regulated by laws.
The circular will be effective by February 1, 2014.
If the infrastructure maintenance is carrying out in accordance with legal contracts signed before the effective date, the work will be continued as the signed contracts and relevant regulations without application of this circular.
This is also applied to the management, utilization and exploitation decided by authorized State agencies before the effective date.
