Among the new regulations that will take effect in January 2013 is the one that stipulated higher fees for obtaining visas and temporary residence cards in Vietnam.

Visa, temporary residence card fees

The new fees are set forth in Circular 190/2012 by Finance Ministry that will take effect on January 1, 2013. 

Accordingly, the fee rate on single-entry visa will increase by US$20 to US$45.

As for multiple-entry visas, the new fees will be increased to $65, $95 and $135 for validity of less than 1 month, less than 6 months and 6 months or more respectively. 

With respect to transfer of validity of visas or temporary residence from expired passports to new ones, the nee fee will be $15. 

Meanwhile, the new fee for temporary residence cards will also be increased by $20. 

Accordingly, the rates of $80, $100 and $120 will be applied for validity terms of up to 1 year, between over 1 year and 2 years, and between over 2 years and 3 years respectively.

Expanded term for unemployment registration

Under Governmental Decree 100/2012 that comes into effect on January 15, 2013, the time limit for registration of unemployment is expanded from 7 days to 3 months.
Region-based minimum wage levels

Under Decree No. 103 dated December 04, 2012 of the Government, the region-based minimum wage levels will be VND250,000-300,000 (US$14.4) per month higher than the current rates.

Accordingly, the four new minimum wage rates for regions 1, 2, 3 and 4 will be VND 2,350,000 ($113), VND 2,100,000, VND 1,800,000 and VND 1,650,000 per month respectively.

Paperwork for home births

According to Circular 17 dated October 24, 2012 by the Health Ministry, a certificate of birth will be issued by local health centers to babies given birth at home.

Relatives of a baby delivered at home must submit an application to the local health station which shall within 3 business days issue a certificate of birth to the baby involved. In case a birth verification is needed, the duration will be 5 business days.

The new regulation will be effective on January 1, 2013.

Subscription fee for mobile info services

As of January 1, 2013 the subscription fees on mobile information services for prepaid and postpaid subscribers will be VND25,000 (US$1.2) and VND35,000 respectively, according to Circular 14 dated October 12, 2012 by the Ministry of Information and Communication.

The fee will be collected when customers sign a contract for using postpaid mobile info services or when customers buy SIM cards for using prepaid mobile info services.
