Under Government Decree No 87/2010/ND-CP of August 13, raw materials that are domestically unavailable, and which are imported for investment projects in sectors eligible for investment incentives or in areas of great socio-economic difficulty, will be eligible for a five-year import duty exemption.

However, this exemption will not be available to projects to manufacture or assemble automobiles, motorcycles, air conditioners, refrigerators, washing machines, disc recorders and some other home appliances.
