Pursuant to Decree 23/2009/ND-CP of February 27 on administrative sanctions in the construction, real estate, mining and manufacturing industries, as well as construction materials and management of technical infrastructure, the Ministry of Construction issued Circular No 24/2009/TT-BXD on July 22 setting forth sanctions in the construction industry.

With respect to breaches of construction safety regulations, the circular lists violations which are deemed breaches of the construction licence, including: changes of construction location and breach of red-line limits, work not in accordance with approved designs, changes in design of load-bearing sides, and exceeding maximum height limitations. Individual home constructions shall not be sanctioned under these provisions.
Enterprises operating real estate trading centres which have violated construction regulations can also forfeit the right to operate such centres if sanctioned twice and the breach continues.
The circular takes effect on September 9 and replaces Circular No 01/2005/TT-BXD of January 2005
