Ministry of Public Security’s Emulation Group No. 6: Directing emulation movements toward serving the people

In recent years, the “For National Security” emulation movement has grown extensively, becoming a major driving force for the fulfilment of political tasks in each unit and locality. Emulation Group No. 6 (under the Ministry of Public Security), comprising the Public Security Departments of Dak Lak, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong and Dong Nai, has carried out numerous activities, marking clear progress as the movement has shifted from administrative-oriented to practical actions closely linked with the tasks of safeguarding national security and serving the essential interests of the people.

Through emulation movement, sports competitions, social welfare programmes, review conferencesand signing of emulation regulations, Emulation Group No.6 has fostered a strong spirit of solidarity, creativity and community responsibility, contributing to strengthening public trust in the Public Security forces.

Practical emulation activities

In 2025, under the chairmanship of the leading unit - the Dong Nai Provincial Public Security, the Emulation Group No.6 organised a wide range of emulation activities, from conferences to sign and implement regulations to sports competitions and humanitarian relief efforts.

On October 2, Emulation Group No.6 held the signing conference for the 2025 “For NationalSecurity” emulation movement, during which members discussed and agreed on operational regulations and evaluation criteria, reflecting their responsibility in building the movement. The combination of professional tasks and mass mobilisation was showcased through dynamic exchanges and sporting events.

One notable highlight of the group’s emulation activities is its strong focus on community support, clearly reflecting humanitarian spirit of “the good leaves protect tattered ones”. On November 26, the Political Affairs Department of the Dong Nai Provincial Public Security mobilised officers, soldiers and benefactors to donate VND 50 million, one tonne of rice and 100 boxes of instant noodles to support central provinces affected by flooding. These contributions were allocated to member provinces within the Group.

In addition, Emulation Group No.6 organised multiple relief campaigns, mobilising hundreds of tonnes of goods, over 300 tonnes of essential supplies, medicines and clothing, while strengthening voluntary forces. Many working delegations were deployed with personnel and vehicles directly assisting residents in overcoming natural disaster impacts. These timely and practical actions not only provided immediate relief but also reaffirmed the role of the police force in ensuring social welfare and fostering closer ties between the police and the people.

Speaking at the signing conference for the 2025 “For National Security” emulation movement on October 2, Colonel Duong Van Manh, Deputy Director of the Dong Nai Provincial Public Security, affirmed that the emulation movement has in recent years expanded widely and become a key motivation for units and localities to fulfil their political duties. Numerous effective models have been implemented and replicated, and numerous exemplary collectives and individuals have emerged,demonstrating intelligence, courage, dedication, and innovation in safeguarding national security and ensuring social order and safety.

Regarding professional performance, member units effectively launched peak campaigns to suppress crime, maintaining security across key routes and areas. The crime detection and investigation rate remained high (at least 80 percent), and several major cases were uncovered, bringing those operating criminal networks to justice.

According to the Dong Nai Provincial Public Security, the implementation of the two-tier local government model in 2025 has imposed heavy responsibilities on the police force. Nevertheless, group members have set out specific emulation targets and measures, striving to achieve and exceed the targets assigned by the Ministry of Public Security.

Notably, the Public Security Departments across the six provinces successfully carried out emulation mevements and launched numerous campaigns to suppress on crime and legal violations. Security across routes, fields and localities remained stable, with no passive or unexpected situations. Criminal activities were contained, while the formation of organized crime groups or gang operations wasprevented.

In 2025, Emulation Group No.6 recorded 116 collectives and individuals commended by the Ministry of Public Security, provincial People’s Committees and provincial Public Security Directors for their exemplary performance in the “For National Security” emulation movement and the Patriotic emulation movement for the 2020-2025 period. The Group also had more than 5,100 collective commendations and over 6,400 individual commendations from State leaders, the Government, the Ministry of Public Security and provincial authorities.

Turning the movement into actionable strength

At the November 26 conference reviewing the 2025 “For National Security” emulation movement, Major General Cao Dang Hung, Deputy Chief of the Office of the Ministry of Public Security, requested that units within Emulation Group No.6 continue to thoroughly implement and uphold the “Three best” emulation movement (most disciplined, most loyal, closest to the people). He also urged further promotion of the emulation movement of the Public Security to take the lead in innovation and digital transformation, aiming to build a more modern, streamlined and capable police force that meets the demands of the new situation.

Representatives of the Ministry of Public Security called on members of Emulation Group No.6 to maintain solidarity, share experiences and advance emulation activities in a deeper, more practical and more effective manner.

As the lead unit of the group, the Dong Nai Provincial Public Security repeatedly emphasised the need to turn awareness into action, avoid formality and slogans, and strictly follow the regulations, criteria and scoring systems agreed upon by all units.

Colonel Duong Van Manh, Deputy Director of the Dong Nai Provincial Public Security, urged police units in the group to intensify their emulation efforts by closely linking professional task performance with the building of a clean, strong, disciplined, and modern public security force. He stressed turning awareness into concrete actions, political determination and measurable results.

He also highlighted the need for local police units to focus on identifying, fostering and replicating exemplary models and best practices, ensuring that each unit and each field of work has outstanding collectives and individuals.

The “For National Security” emulation movement within Emulation Group No.6 has demonstrated the power of solidarity and practicality, consistently delivering positive results on two fronts: ensuring public security and serving the people’s interests. To maintain this momentum, it is essential to strictly uphold emulation discipline, foster innovation, and ensure substantive implementation; translating directives from the Ministry of Public Security and Provincial Public Security into concrete, effective actions in every unit and locality. When the emulation movement truly serves the people and the nation, it becomes a sustainable source of strength for building a stronger police force capable of meeting the demands in the new situation.
