On October 8, the National Assembly Delegation of Dong Nai province held a conference to collect feedback on three draft laws: the amended Law on Higher Education, the amended Law on Vocational Education, and the Law on Amendments and Supplements to Certain Articles of the Education Law. These draft laws are scheduled for review and approval at the 10th session of the 15th National Assembly, set to open on October 20.
The conference was co-chaired by the provincial Party Committee members and Deputy Heads of the standing delegation of the National Assembly from the province, Bui Xuan Thong and Dieu Huynh Sang.

At the conference, delegates strongly endorsed the direction of amending and supplementing the Education Law, the Vocational Education Law, and the Higher Education Law, as drafted under the leadership of the Ministry of Education and Training. The draft laws clearly reflect a spirit of innovation, integration, and sustainable development, while also retaining relevant provisions from the current legislation. In addition, delegates offered feedback to ensure that the enacted regulations are practical, effective, and highly feasible.
Participants focused their input on several key areas, including: the issues of decentralization, delegation of authority, and autonomy mechanisms for educational institutions; the levels within the national education system; the activities of school councils in preschools and public schools; regulations on curricula, textbooks, and local educational materials; as well as programs, training levels, and degrees or certificates.

Delegates suggested the need for a unified set of textbooks and a gradual study on providing free textbooks for students; they emphasized the importance of developing additional policies for students from ethnic minority communities and strengthening post-approval oversight of student admissions and new program launches at schools to ensure quality.

According to Dieu Huynh Sang, Deputy Head of the standing delegation of the National Assembly from the province, the drafting and revision of the amended Law on Higher Education, the amended Law on Vocational Education, and the Law on Amendments and Supplements to Certain Articles of the Education Law aim to institutionalize the Party’s viewpoints and policies on fundamentally and comprehensively renewing education and training. These draft laws aim to create a favorable legal environment for breakthrough development, modernize higher education, and meet the demand for a highly qualified workforce to support the nation’s goals for rapid and sustainable development.
Alongside organizing the conference, the provincial National Assembly delegation will continue to grasp and synthesize feedback from agencies and units through various channels. This approach will provide additional practical data to support the National Assembly in refining the draft laws to ensure their feasibility and effectiveness.
