The programme aims to strengthen close coordination among units to maximize the roles, strengths, functions, and responsibilities of each agency in jointly supporting and promoting the development of the collective rural economy. It seeks to attract broad farmer participation in collective economic models, foster a spirit of cooperation, entrepreneurship, and innovation among members and farmers, and mobilize community efforts in environmental protection and new-style rural development. The initiative contributes to the effective implementation of the project on the Vietnam Farmers' Association’s participation in developing the collective economy in agriculture through 2030.

Specifically, each year the programme aims to disseminate information and mobilise at least 10,000 farmer-members to join collective economic organisations in agriculture. By 2030, the targets include providing consultation and support for the establishment of at least 100 cooperatives and 250 cooperative groups; strengthening and improving the operational quality and effectiveness of 100 agricultural cooperatives; ensuring 50% of cooperatives apply high technology, 40% achieve VietGAP or organic certification, and products of cooperatives attain OCOP certification of three stars or higher.
The key areas of coordination include raising awareness, renewing thinking, and building high-quality human resources; developing and strengthening collective economic organizations; applying science and technology to enhance product value; and expanding market access and financial resources.
