The 5th session of 10th Dong Nai Provincial People's Council opens

On the morning of October 3, at the opening session of the 5th session of the 10th Dong Nai Provincial People’s Council, comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee (PPC), and Chairwoman of the Provincial People Council stated that after completing the reorganization of administrative units at the provincial level in line with the National Assembly’s resolution and the Party Central Committee’s regulations, and on the basis of past achievements, with a spirit of proactivity, determination, and constant efforts, Dong Nai has achieved positive results in fulfilling its assigned tasks and powers.

Working in close coordination and responsibility with the Provincial People’s Committee, during the past three months (from July 1, 2025 to the present), the Provincial People’s Council, as the local organ of state power responsible for deciding on important policies for the province’s development, has successfully organized four sessions, passing 25 resolutions. These actions have promptly concretized the directives of the Government, the Prime Minister, and the PPC, striving to achieve double-digit growth and maintain Dong Nai’s position as the fourth largest economy in the country.

At this session, the Provincial People’s Council will continue to review and decide on 13 important issues related to socio-economic development, finance, planning, transportation, and environment. These include: allowances for work-related travel and conference expenses within the province; the percentage rate (%) to calculate annual land lease prices without auction, lease rates for underground construction land (not including basements of above-ground structures), and land lease prices for water surface areas in Dong Nai.

Other matters include: decentralization of budget expenditures for environmental protection; approval of the zoning plan (scale 1/2,000) for the functional area on Chua Chan Mountain in Xuan Loc commune; policies to support public passenger bus services, including financial aid for operators and subsidies for users of bus services in the province; interest rate support policies for loans at credit institutions for bus investment projects and infrastructure development serving public passenger transport in Dong Nai; and the application or annulment of legal documents jointly issued by the Provincial People’s Councils of former Dong Nai and Binh Phuoc in the fields of education, training, and healthcare.

The Provincial People’s Council will also consider regulations on financial support for independent, non-public preschools and private kindergartens; subsidies for children and teachers in such institutions; support allowances for caretakers of martyr memorials, cemeteries of officials and revolutionary contributors, and ranked historical sites across Dong Nai. Decisions will also be made on staffing quotas for officials and civil servants, number of employees in public service units, the number of part-time personnel at commune-level People’s Committees in Dong Nai in 2025 after rearrangement, monetary rewards for individuals honored as “Outstanding Citizens of Dong Nai,” authorize the implementation of certification at commune- and ward- level People’s Committees across the province

Comrade Ton Ngoc Hanh emphasized that preparations for the session had been proactively carried out by the Standing members of the Provincial People’s Council, its committees, the Provincial People’s Committee, and related agencies with seriousness and responsibility, in compliance with current regulations. With a spirit of openness and by leveraging collective wisdom, the Council ensures that provincial policies and major issues are not only the implementation of Central documents but also effectively translated them into local practice. This significantly contributes to achieving the province’s targets and goals for 2025 and the coming years.

The Chairwoman of the Provincial People’s Council called on all deputies to uphold their sense of responsibility, concentrate their intellect, promote democracy, and contribute constructive opinions so that the resolutions passed will be highly feasible, realistic, and responsive to the expectations of voters and the people of Dong Nai.
