Despite an unprecedentedly challenging tenure, with creativity, determination, boldness, and the aspiration to rise, along with the united efforts of the entire Provincial Party Committee and all social strata, Dong Nai achieved 60 out of 70 targets set by the Resolution of the 2020-2025 Provincial Party Congress. The bright picture of Dong Nai reflects the collective strength, wisdom, and flexibility of the Provincial Party Committee — the elite nucleus of the Party. Like a “beacon,” the Provincial Party Committee has guided 99 subordinate Party organizations and more than 131,000 Party members, forging the combined strength to build Dong Nai into one of the nation’s leading industrial provinces.
In former Binh Phuoc, at the height of the pandemic, the Provincial Party Committee issued Resolution No. 05-NQ/TU (August 5, 2021), preparing for every possible Covid-19 scenario. The resolution is regarded as a ‘crystallization of wisdom’, reflecting the timeliness and proactive spirit of the Provincial Party Executive Committee. The province achieved the dual goal of fighting the pandemic while maintaining socio-economic development. In particular, under comprehensive leadership and direction across all aspects, the province has implemented nearly 60 directives, resolutions, conclusions and projects integrated into Action Program No. 17-CTr/TU dated September 30, 2021 of the Provincial Party Committee on the implementation of the 13th National Party Congress Resolution and the 11th Provincial Party Congress Resolution. These have served as a firm foundation and anchor for putting Party congress resolutions at all levels into practice
Closely following each step of the Provincial Party Organization, Nguyen Tan Hung, former member of the Party Central Committee and former Secretary of the former Binh Phuoc Provincial Party Committee, noted: “The province has now trained and gathered a contingent of dynamic and creative leaders. I place great confidence in the province’s young cadre both for the immediate future and in the long term.”
Also during this period, the former Dong Nai Provincial People’s Committee issued Decision No. 5037/QD-UBND dated December 31, 2020, on implementing Resolution No. 18/2020/NQ-HDND dated December 4, 2020, of the Provincial People’s Council regarding the five-year socio-economic development plan for 2021-2025. This laid an important foundation for the province’s overall development in the following years. The plan focuses on building nationally significant projects such as Long Thanh International Airport, the Dau Giay – Phan Thiet Expressway, and ongoing regional connectivity transport projects that will create momentum and opportunities to drive socio-economic growth. The overarching target is for the province’s gross regional domestic product (GRDP) to grow by an average of 8-9% annually during 2021-2025.
Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai People’s Committee Vo Tan Duc affirmed that these results stemmed from timely leadership of Standing members, the Provincial Standing Party Committee, the timely guidance and coordination from Party agencies and the Office of the Provincial Party Committee. It stemmed from the efforts and determined actions in leadership and direction by the Party Executive Committee of the Provincial People’s Committee; the proactive translation of resolutions into concrete programs and plans for timely implementation; and the dynamism and responsiveness of Party members and officials in specialized advisory bodies supporting the Party Organization. All these factors contributed to the successful fulfillment of socio-economic development goals, the safeguarding of national defense and security, and the advancement of international integration.
During the past tenure, the task of building Party and the strengthening of the political system have always been given special attention by the Provincial Party Organization, thereby enhancing the Party’s overall leadership capacity. At each campaign to study, disseminate and implement the Party’s resolutions and directives, more than 99% of cadres and Party members have seriously participated in. The study of resolutions has not only been carried out through in-person and online conferences but also integrated into the electronic Party membership handbook – a new breakthrough in digital transformation that helps raise awareness and learning capacity among each cadre and Party member.
One key aspect that has highlighted the pioneering spirit of daring to think, to act, to innovate, and to take responsibility among core cadres is the consolidation and development of organizations and personnel as the key of the key in Party building. Moreover, the province has carried out reforms to streamline and restructure the political system’s organizational apparatus towards greater compactness, strength, performance, effectiveness, and efficiency.

By turning determination into action, the province has launched the construction of Long Thanh International Airport along with expressways and ring roads running through Dong Nai, connecting it with Ho Chi Minh City, the Southeastern region, and the Central Highlands. These projects have created new growth momentum for the province in line with Resolution No. 24-NQ/TW dated October 7, 2022, of the Politburo on socio-economic development and national defense and security in the Southeastern region through 2030, with a vision to 2045. The province’s resolute implementation of breakthrough programs to develop modern trade and services, particularly in tourism and logistics, where Dong Nai holds competitive advantages, has helped maintain an export turnover of over USD 168 billion in five years. Infrastructure, trade, and logistics services have expanded robustly, while tourism and entertainment services are gradually becoming a key economic sector.
Dr. Huynh The Du, economist and lecturer at the School of Public Policy and Management, Fulbright University Vietnam, analyzed: Along with transport infrastructure, Dong Nai has also focused on developing social infrastructure in healthcare and education, while improving operational efficiency and building a government that serves the people and businesses. The province’s achievements today reflect the crystallization of Party leadership and the efforts of people from the two former provinces that make up Dong Nai. To realize the “aspiration” to take off, the role of leadership and the entrepreneurial spirit are of paramount importance. Local leaders must serve as a reliable pillar and a source of motivation for those who dare to think, dare to act, dare to venture, and dare to take responsibility.
As one of the provinces with the largest population and land area in the country, Dong Nai has focused on restructuring its agricultural sector in line with the right orientation, promoting clean agriculture, organic farming, and high-tech agriculture. To date, Dong Nai is recognized as the leading province nationwide in terms of the number of communes meeting model new-style rural standards, and ranks second in the number of communes meeting advanced new-style rural standards. On average, the province has achieved 18.66 criteria per commune. Notably, Dong Nai’s poverty reduction efforts, with many decisive solutions, have become a highlight nationwide.
It is essential to fully harness the leadership and comprehensive direction capacity of the Provincial People’s Committee, ensuring the effective implementation of key areas to drive strong transformation and successfully accomplish breakthrough tasks in economic, cultural, social, and national defense–security development in the coming time. The Party Organization of the Provincial People’s Committee is determined to lead and direct the People’s Committee in carrying out its political mission, striving for double-digit economic growth, maintaining political stability, and ensuring the people’s well-being and happiness.

Strengthening discipline and order, upholding the pioneering and exemplary role of Party members, and emphasizing the responsibility of leaders at all levels of Party committees, authorities, agencies, sectors, and socio-political organizations has been one of the breakthrough programs making significant contributions to the province’s political culture ecosystem. This, in turn, has created the driving force for successfully fulfilling tasks in Party building, as well as economic, political, cultural, and social development. At the scientific seminar themed “Orienting socio-economic development with the goal of double-digit growth and contributing opinions to the draft documents of the 2025–2030 Dong Nai Party Congress” held on August 1, 2025, Deputy Head of the Party Central Committee’s Commission for Propaganda and Mass Mobilization Huynh Thanh Dat affirmed that with inherent potential and advantages, coupled with open and transparent investment policies and stronger decentralization and delegation mechanisms, particularly the untapped “development reserve zones”, Dong Nai holds vast potential and strong momentum to become a modern hub of industry, agriculture, logistics, and tourism in the Southern region and across the country.
Comrade Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, emphasized that in 2025, the Provincial Party Committee has set out key goals, with a determination to sustain double-digit economic growth. Seizing opportunities and advantages, the province is accelerating administrative reform, continuing the development of regional and inter-regional infrastructure as mandated by the Government, and simultaneously implementing strategic breakthroughs. The aim is to create the most open mechanisms to attract major corporations and investors. With renewed thinking, readiness for change, and an aspiration for breakthroughs, a strong momentum for development is being fostered among cadres, Party members, and the people.
The leadership’s confidence and determination are seen as a driving force inspiring both businesses to invest locally and citizens to place their trust in the province.
Kenneth Chou, Director of the management unit of New Apparel Far Eastern (Vietnam) Company Limited, based in Dong Phu commune, Dong Nai province, remarked: “Dong Nai has tremendous potential for industrial development, an abundant labor force, supportive infrastructure, and preferential investment policies. The local authorities are enthusiastic in providing consultation and assistance to resolve administrative procedures, which enables foreign enterprises to operate smoothly. We plan to continue expanding our production scale and to further train Vietnamese staff for key management positions.”
Leng Thi Du, a 50-year Party member in Dak Nhau commune, Dong Nai province, shared: “Under the leadership of the Party, with decisive actions and people-centered policies from the Provincial Party Committee, the past term has seen remarkable improvements in infrastructure and spiritual life in rural areas and ethnic minority communities. People in remote areas not only enjoy better living conditions but also participate in various cultural, artistic, and sports activities. We are delighted, proud, and place absolute trust in the decisions of the Provincial Party Committee.”
These prominent imprints, reflected in each practical action program and strategic breakthrough of the past term, have enabled Dong Nai to accelerate growth within the Southern key economic region. They also serve as a vital foundation for the province to rise further in a new era of development.
