After completing the 2025-2030 Congress, 99 subordinate Party organizations under the provincial Party Committee immediately began concretizing the congress resolutions with action programs and implementation plans that are clear, practical, and infused with new spirit and momentum.

The success of the 99 subordinate Party Congresses under the provincial Party Committee serves as an important foundation for the Provincial Standing Party Committee to urgently prepare steps for organizing the 2025-2030 Provincial Party Congress, leading up to the 14th National Party Congress.
The dissemination content is concise, focused, and succinct, covering essential information such as achievements of the 2020-2025 term, lessons learned, as well as orientations, goals, targets, and solutions for the 2025-2030 term.
Recently, the commune Party Committee also held a conference to review the implementation of the 2025 budget revenue and expenditure resolution and to discuss the 2026 draft budget. The event brought together not only commune leaders and specialized divisions but also representatives of many enterprises, cooperatives, and household businesses. Through the conference, local leaders both disseminated the Party congress outcomes, future development directions, and budgetary policies, while also listening to proposals from businesses and household businesses to address difficulties, foster sustainable socio-economic development, and ensure the targets of 10-11% annual average revenue growth and 11-12% annual product value growth as set out in the Party Congress resolution.
The Party Committee Secretary and Chairman of Xuan Phu Commune People’s Council Lai The Thong also stressed that the opinions voiced at the conference provided important input for building the commune’s action plan to implement the Party Congress resolution in close alignment with real-life needs, thereby contributing to the overall goal of achieving double-digit economic growth.
Meanwhile, Member of the Provincial Party Committee, Party Committee Secretary and Chairman of Bien Hoa Ward People’s Council Vien Hong Tien said one of the ward Party Committee’s priorities for this term is to promote economic growth through trade, services, and handicrafts, aiming to transform Bien Hoa ward into a modern, civilized, and sustainable urban area. At the same time, the ward is focusing on three breakthrough tasks: effectively implementing the planning of the Dong Nai River section passing through the ward; developing river-based economy in association with preserving Bien Hoa’s traditional pottery craft village; and prioritizing riverside ecological urban projects and riverside road development.
To realize the Congress resolutions as soon as possible, based on the provincial planning, the Bien Hoa Ward Party Committee will accelerate the preparation of sub-zone planning and develop trade, service, and eco-tourism projects along the river in alignment with the provincial master plan.
When appraising, the teams provided guidance for grassroots Party Committees to draft Congress documents in a unified manner. Proposed targets had to be feasible and supported with adequate resources. Implementation solutions had to be specific across all fields with clear priorities. The drafting of grassroots Congress documents was aligned with the Provincial Party Congress documents, in which the province set the GRDP growth target for the next five years at double digits, meaning communes and wards also had to strive for double-digit growth.
In addition, when addressing subordinate Party organization congresses, the Provincial Party Committee Secretary, Deputy Secretaries of the provincial Party Committee, and Members of the Provincial Standing Party Committee, consistently emphasized that Party organizations must thoroughly grasp and rigorously implement the Party General Secretary To Lam’s directive on “Solidarity – the truth of all times.”
For instance, at the Tran Bien Ward’s Party Congress, Secretary of the Provincial Party Committee and Head of the provincial National Assembly Delegation Vu Hong Van requested that to achieve the goals of the new congress resolution, the Tran Bien Ward Party Committee must continue to thoroughly internalize and strictly follow the Party General Secretary To Lam’s directive on “Solidarity – the truth of all times.” He stressed that maintaining internal unity is a vital principle and a top requirement in Party building, while simultaneously strengthening national great unity as the “lifeblood” and red thread throughout. He added that Party and State policies must be consistently, thoroughly, and effectively implemented to best meet the legitimate needs and aspirations of the people.
Member of the Provincial Standing Party Committee, Party Committee Secretary and Chairman of Tran Bien Ward People’s Council Ho Van Nam said that in a bid to carry out directive of Secretary of the Provincial Party Committee Vu Hong Van and the ward Party Congress resolution, the ward Standing Party Committee is urgently concretizing the Congress resolution with specific plans, clear accountability, and a focus on mobilizing investment resources, particularly from the non-state sector. Priority will also be given to infrastructure development, especially upgrading transport routes within the ward and connecting with provincial and national arterial roads. The ward is also reviewing and integrating its development planning with the provincial plan to ensure harmonious and sustainable growth.
This time, the above-grassroots Party Congresses just focused on two main contents, so the delegates devoted most of the time to reviewing the 2020-2025 resolution implementation and setting targets, tasks, and solutions for the 2025-2030 term. Discussions mainly revolved around identifying solutions to leverage local advantages after administrative mergers, in line with the province’s, region’s, and nation’s development orientations for the next five years. The building and implementation of grassroots Congress resolutions were also linked with the “four pillar resolutions” of the Party Central Committee.
Nguyen Trong Lam, Party Committee Secretary and Chairman of Dak Nhau Commune People’s Council, said that the commune’s 2025-2030 Party Congress adopted five key tasks, four breakthrough areas, and several other important contents. These were closely tied to the commune’s post-merger realities and aligned with the province’s directions as well as the Politburo’s “four pillars,” namely: Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science-technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new context; Resolution No. 66-NQ/TW dated April 30, 2025 on reforms in law-making and implementation to meet development needs in the new era; and Resolution No. 68-NQ/TW dated May 4, 2025 on private economy development. These serve as highlights reflecting the Party Committee’s innovative thinking and strategic vision for the new term.
Prompt issuance of action programs and plans to implement resolutions right after the Party Congress marks an important first step, ensuring that resolutions do not remain merely as orientations but truly become a driving force for development. This, in turn, further consolidates the confidence of cadres, Party members, and the people in the Party’s leadership, while harnessing the strength of the entire population to build a prosperous, modern, and civilized Dong Nai.
