Handover of cleared land for Dau Giay - Tan Phu Expressway project in October 2025

The Ministry of Construction (MoC) has issued Official Dispatch No. 9500/BXD-CDBVN dated September 5, 2025, to Dong Nai Provincial People’s Committee regarding the progress of site clearance for the Dau Giay - Tan Phu Expressway Project (phase 1).

According to the MoC, ground was broken for the Dau Giay - Tan Phu Expressway project (phase 1), implemented under the public-private partnership (PPP) model, on August 19, 2025. However, based on reports from Dau Giay - Tan Phu Expressway Investment Company Limited (the project enterprise), site handover remains behind schedule. Several critical facilities and items along the project’s critical path have yet to be cleared, preventing access to construction sites and significantly affecting the progress of design and construction.

To ensure progress, the MoC requested the Dong Nai People’s Committee to continue focusing on directing relevant units to decisively resolve difficulties and obstacles, accelerate site clearance for handover within October 2025, allowing construction to proceed according to the signed project contract and ensure timely disbursement of site clearance funds in 2025.

The MoC also urged the Provincial People’s Committee to prioritize the immediate handover of land at key locations on the project’s critical path, particularly the section from Km40+700 to Km53+600, to enable access and early construction. This section runs through Dinh Quan, Phu Hoa, Tan Phu, and Phu Lam communes in Dong Nai province and requires treatment to reinforce weak soil foundations.

The Dau Giay - Tan Phu Expressway has a total length of more than 60 kilometers. It starts at the Dau Giay intersection in Dau Giay commune and ends in Phu Lam commune, Dong Nai province, with a total investment of nearly VND 8.5 trillion.

The project is designed to meet class-100 expressway standards, with a design speed of 100 km/h, four lanes, and a final-stage roadbed width of 24.75 meters. It will include synchronous auxiliary facilities such as a non-stop toll collection system, an operations center, lighting, and an intelligent transportation system (ITS). In phase 1, the expressway will be built with a 17-meter-wide roadbed, except at sections requiring weak soil treatment, high embankments, interchanges, emergency stops, and bridges, which will be constructed to the final-stage width of 24.75 meters. The construction period is expected to last 24 months, with completion scheduled for August 19, 2027.

Previously, four districts of former Dong Nai province – Thong Nhat, Dinh Quan, Xuan Loc, and Tan Phu – had been allocated VND 814 billion for site clearance.
