Thuan Loi: The aspiration to rise of a heroic commune

A vibrant emulation atmosphere is spreading across the heroic Thuan Loi Commune as the first Congress of the Commune Party Committee for the 2025-2030 term, a significant political event for the locality, takes place today (August 13).

This is not only an occasion to look back on a journey of tireless efforts but also a moment for the entire Party Committee and people of Thuan Loi to plan and set development goals for the commune’s aspirations.

The vibrant emulation atmosphere is spreading across the heroic Thuan Loi Commune as the first congress of the Commune Party Committee for the 2025–2030 tenure, a significant political event for the locality, takes place today (August 13).

A tenure devoted to caring for people’s livelihoods

During the 2020-2025 tenure, under the close leadership of the Party Committee, the unity and high determination of the political system, and the consensus of the people, Thuan Loi Commune (together with Thuan Phu before the merger) achieved important results, basically fulfilling the targets set by the previous congress. Notably, former Thuan Phu Commune met the advanced new-style rural standards, while former Thuan Loi Commune maintained all criteria of the new-style rural program.

In particular, efforts to eliminate poor and near-poor households under new criteria stood out during the past term. At the start of 2020-2025 tenure, the commune had 66 poor households; currently, only three remain (to be addressed within 2025). Many previously struggling households have now become well-off.

Earlier, Tran Thi Noi, living in Thuan Hoa 1 Hamlet, was raising two children with congenital diseases on her own. Life was difficult, compounded by medical expenses. In 2022, the Communal Women’s Union coordinated with relevant agencies to mobilize VND 50 million in support and facilitated a loan of VND 28 million from the Vietnam Bank for Social Policies. With this capital, she could take care of 200 rubber trees on her family’s land and earn extra income by tapping rubber latex for hire. Now, her family has escaped poverty.

“I truly value and appreciate the support from the unions and local authorities. Having overcome poverty, I will continue working hard to provide for my children,” Noi said emotionally.

Similarly, the family of Thi Do, an S’tieng ethnic resident in Thuan Tien Hamlet, was once listed in poor households. In 2023, the family received two breeding cows from the local government.

“Since the day I received the cows, I have been very happy. I take good care of them every day so they grow fast. When they gave birth, I kept the calves to raise and sometimes sold them to buy rice and supplies for my children’s schooling. Thanks to this, we have sustainably escaped poverty,” Do shared.

According to Secretary of the Party Committee and Chairwoman of the People’s Council of Thuan Loi Commune Bui Thi Minh Thuy, the results in sustainable poverty reduction stem from combined solutions such as livelihood support, preferential loans, vocational training, and job introduction. The commune also effectively integrated national target programs, mobilized socialized resources for infrastructure investment, and improved production and living conditions. These achievements, she emphasized, not only lay an important foundation for building advanced new-style rural areas in the coming term but also reflect the spirit of “leaving no one behind,” strengthening people’s trust and inspiring a united drive to build a prosperous and sustainable homeland.

Other highlights of the past tenure include improvements in building Party and the political system. The leadership role and fighting strength of Party organizations have been continuously enhanced. The study and following of Ho Chi Minh’s ideology, morality, and style have been creatively implemented through the “Ho Chi Minh Cultural Space” model integrated with “Skillful Mass Mobilization,” creating positive changes in task performance.

Potential and aspirations

Following the merger on July 1, Thuan Loi Commune now covers 167.23 square kilometers, with a population of more than 23,650, divided into 16 hamlets. This creates a new development space with considerable potential: vast land reserves, a large population, significant areas of rubber, cashew, and fruit trees, along with Dong Xoai and Suoi Lam reservoirs. Particularly, the commune is home to the Phu Rieng Do national historical relic and six provincial-level relics, offering major opportunities for eco-tourism development.

The commune’s transport system connects to major provincial roads. There are 67 enterprises, 24 concentrated livestock farms, and 801 small-scale production and business establishments, all serving as favorable conditions for comprehensive growth in the next term.

During 2020-2025 term, the commune has upgraded and repaired 67 km of rural roads and 2.1 km of power lines, with a total investment of VND 72.11 billion. It has formed three concentrated business points and 801 small production and business establishments, generating jobs for hundreds of workers. Total budget revenue over five years has reached over VND 132 billion, exceeding the resolution target by 105.25%. The Vietnam Bank for Social Policies has provided nearly 3,200 households with production and business loans totaling VND 75.415 billion. Meanwhile, culture, education, healthcare, and other social fields have received investment; national defense and security remained stable.

“Now that Thuan Loi has a larger area, a bigger population, and stronger resources, I hope this congress sets tasks suited to reality, improving people’s lives and developing the commune. Attention should be given to Party building, developing Party membership, boosting private economic growth, and further investing in roads, schools, and healthcare,” said Pham Thanh Phong from Thuan Hoa 1 Hamlet.

Infrastructure breakthroughs towards advanced new-style rural status

With the motto “Solidarity – Democracy – Discipline – Innovation – Development,” the first Congress of the Commune Party Committee will determine goals, tasks, and solutions for 2025-2030, aiming for Thuan Loi to meet advanced new-style rural standards by 2030.

In particular, the congress will vote on two breakthrough areas to bring Thuan Loi into the province’s overall development trajectory. First, mobilizing resources, focusing on planning, and developing a synchronized transport infrastructure network are required. The term targets at building over 20 km of asphalt roads, 40 km of chip-sealed roads, and 10 km of cement concrete roads. Second, the term focuses on mobilizing resources to invest in high-tech agricultural models and agriculture combined with tourism, with a projected investment of about VND 240 billion.

“In the 2025-2030 term, we have identified these two strategic breakthroughs as both the main objectives and the bottlenecks that need to be resolved to create strong changes for socio-economic development, attract investment, shift the economic structure, and improve people’s living standards. Thuan Loi Commune Party Committee will also apply comprehensive solutions, mobilize all social resources, and attract enterprises to develop residential areas, educational, healthcare, and commercial-service facilities, especially promote solidarity and community responsibility, promptly summarize and replicate effective models, and create positive spillover effects,” said Party Secretary and Chairwoman of the Commune People’s Council Bui Thi Minh Thuy.

In the spirit of “Solidarity – Democracy – Discipline – Innovation – Development,” the Party, armed forces, and people of Thuan Loi Commune are determined to build on the tradition of a “Hero of the People’s Armed Forces” homeland. The first congress promises to open a new chapter of growth, driven by the high determination and creativity of officials, civil servants and public employees and the enthusiasm of the people, towards comprehensive, green, sustainable, and connected development, achieving advanced new-style rural status by 2030.
