The first Party Congress of Dong Nai Provincial Party Agencies, term 2025–2030, has adopted the theme: “Enhancing the leadership capacity and combat strength of the Party Committee; promoting democracy, unity, and discipline; building a contingent of pioneering and exemplary cadres and Party members with sufficient qualities, capacity, and prestige, commensurate with their tasks; building a clean and comprehensively strong Party Committee of the Provincial Party Agencies.”

The guiding motto of the congress is: “Unity – Democracy – Discipline – Responsibility.”
Determined to fulfil political tasks
With the above theme and motto, the Party Committee of the Dong Nai Provincial Party Agencies has set the overarching goal for the 2025–2030 term, including building a clean and strong Party Committee of the Party Agencies; enhancing leadership capacity, political mettle, and the responsibility of example-setting among Party committees, organizations, and members, especially the Secretaries of Party committees and heads of agencies; fostering solidarity, innovation, and creativity; and leading the successful implementation of political tasks, contributing to building Dong Nai Province in a green, civilised, and modern manner, joining the rest of the nation in entering a new era of development.
At the same time, the Party Committee has defined six key targets, seven priority tasks, and three breakthrough areas.
To realize these targets and tasks in the upcoming term, the Party Committee of the Provincial Party Agencies has formulated specific solutions for each sector, striving to fulfil the goals set by the Party Congress resolution.
Nguyen Thi Thu Van, Member of the Provincial Party Committee and Standing Deputy Secretary in charge of the Party Committee of the Provincial Party Agencies, noted that in order to lead the effective execution of each agency’s political mission, the Party Committee will focus on directing subordinate Party ommittees and organizations, as well as cadres and Party members, to heighten their sense of responsibility and actively improve their professional and practical capabilities. This will enable them to provide sound advice, proposals, and practical applications of the Party’s guidelines, the State’s policies and laws, and higher-level Party directives in their assigned tasks.
Each cadre and Party member, particularly key leaders, must demonstrate self-awareness and exemplary conduct, taking the lead in fulfilling assigned tasks, affirming their core role in all activities and movements, and encouraging all officials and employees to actively strive to meet planned objectives and complete political duties.
In addition, the Party Committee will prioritize reforms in Party-related administrative procedures and the application of digital technology to Party work and political task execution, ensuring smooth operations despite a growing workload and a streamlined workforce.
According to Pham Thanh Ha, Deputy Chief of the Office of the Party Committee of the Provincial Party Agencies, in the context of the Fourth Industrial Revolution, digital transformation has become an inevitable trend to enhance the effectiveness and efficiency of leadership, management, and task execution across the political system. Consequently, the congress resolution sets the target that by 2030, 100% of agencies and units under the Party Committee will effectively implement digital governance models, complete digital transformation in internal operations, and serve organizations accordingly. Furthermore, 100% of non-confidential documents exchanged between Party agencies and grassroots Party organizations will be electronically conducted.
Effective digital transformation, particularly in the Party offices, will contribute significantly to administrative reform, saving time, reducing unnecessary costs, and enabling swift, synchronized, and efficient operations of the Party organization as a whole.
Emphasizing education and capacity building for cadres and Party members
Currently, the Party Committee of the Provincial Party Agencies has more than 2,000 Party members. Cadres, Party members and civil servants in these units play a crucial role as they are directly responsible for advising on and implementing the province’s major policies and key tasks. Therefore, their political and ideological education must be given special attention to.
Nguyen Thi Ven, Deputy Head of the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization, proposed that Party Executive Secretaries should pay special attention to thoroughly communicating and studying Party resolutions, as well as updating new knowledge for cadres and Party members. This would help nurture patriotism, revolutionary heroism, the spirit of great national unity, creativity, and self-reliance, thereby reinforcing the trust of Party members, union members, and employees in the Party, the State, and the national renewal cause. It would also create consensus within the Party and in society to effectively implement the Party’s guidelines and the State’s laws, while motivating members and workers to overcome difficulties and successfully realize the resolutions of Party congresses at all levels and the 14th National Party Congress.
During the 2025–2030 term, the Party Committee requests that, during grassroots Party cell meetings, Party cells and grassroots Party Committees must thoroughly grasp the guiding viewpoints of Party General Secretary To Lam on unity. They must incorporate building internal solidarity and maintaining unity within Party cells as a central theme for regular and thematic meetings.
In particular, the entire Party Committee will continue promoting efforts to study and follow Ho Chi Minh’s ideology, morality, and style, making such study a regular practice for all cadres and Party members. This will help build a contingent of cadres, especially key leaders, who possess firm political will, moral integrity, outstanding capacity, the courage to think, act, innovate, take responsibility, and face challenges, and the willingness to act for the common good. They must have high prestige and truly serve as exemplary pioneers and nuclei of unity, meeting the demands in the new situation.
