Dong Nai strives to join top five localities in science and technology development

(ĐN)- On July 31, the Provincial Steering Committee for the Development of Science, Technology, Innovation, Digital Transformation, and Project 06 convened a meeting to review its activities in the first six months and set key tasks for the remainder of the year.

Positive results achieved across multiple areas

At the meeting, Deputy Director Nguyen Minh Quang of Dong Nai Department of Science and Technology presented a summary of achievements from the first half of 2025 and outlined critical tasks for the next six months. Accordinly, six tasks were completed in the first six months, while 97 others remain to be completed in the second half of the year.

Regarding digital infrastructure development, 5G network coverage across Dong Nai has reached 13.8%. In terms of public service delivery and digital government development, fully online administrative procedure submissions accounted for 64.6% of total applications during the review period.

For digital governance, 100% of party committees and local government authorities at the commune and ward levels now operate with a unified management software system. In addition, the province has implemented a centralized video conferencing system for all Party and State agencies.

According to the report, the Ministry of Public Security introduced 11 new features to the VNeID platform in the first half of 2025, bringing the total to 38 features. Over this period, the former provinces of Dong Nai and Binh Phuoc jointly processed more than 180,300 applications for national ID cards (new issuances, replacements, renewals), with over 91.4% of permanent residents now holding a valid ID.

Regarding the results of administrative reform in Jan-June period, Deputy Director Ha Thanh Tung of Dong Nai Department of Home Affairs stated that the total number of administrative procedures after decentralization, delegation, and jurisdictional delineation at the local level currently stands at 2,176. Of these, 1,792 are under the provincial level and 384 under commune-level.

Over the first half of the year, the former provinces of Dong Nai and Binh Phuoc continued to record strong results in administrative reform. The proportion of administrative dossiers processed on time or ahead of schedule across all three levels remained above 98%. Following the official operation of the two-tier local government model from July 1–30, nearly 12,900 new applications were received, with 96.98% processed within or before deadline.

Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People's Committee, Le Truong Son, emphasized the need to launch a monthly Digital Signature Promotion Week for departments, sectors, and commune-level administrative agencies. At the same time, he requested Dong Nai Newspaper and Radio- Television to further strengthen communication efforts by opening dedicated sections and columns on the implementation of Resolution No. 57-NQ/TW and administrative reform in the province, using various forms, vivid content, and multi-platform approaches.

Also at the meeting, Ms. Nguyen Thi Minh Nham, member of the Provincial Party Committee and Editor-in-Chief of Dong Nai Newspaper and Radio, Television, emphasized ongoing media efforts to promote science and technology, innovation, digital transformation, and the implementation of Project 06, particularly the dissemination of Resolution No. 57-NQ/TW. Highlights include the IT Today television program, the Dong Nai & Resolution 57 section on the online newspaper, and specialized pages on digital transformation and science-technology in the print edition. These channels feature a wide array of content presented through diverse formats and platforms.

Dong Nai Newspaper and Radio, Television aims to be among the leading local media organizations rated as outstanding in digital journalism transformation by the end of 2025.

In addition, Dong Nai Newspaper and Radio, Television is developing a strategic proposal for the comprehensive modernization and digital transformation of its entire operations for the 2025–2030 period, aiming to continue innovation, strong development, and meet future tasks.

Concluding the meeting, Vice Chairman Le Truong Son of the Dong Nai Provincial People’s Committee set a clear ambition to bring Dong Nai into the top five provinces in the country for science, technology, innovation, and digital transformation.

To achieve this goal, Vice Chairman directed the Department of Science and Technology to take the lead in proposing concrete solutions to accelerate digital economy development, particularly measures that will increase its contribution to the province’s GRDP. At the same time, efforts should focus on advancing digital society and fostering digital citizenship through practical and effective initiatives, including organizing a provincial-level innovation forum.

Furthermore, relevant departments must address barriers to data connectivity and sharing, improve data utilization, and expand human resource development in science and technology, particularly at the grassroots level. The province will also pilot fully online public service delivery in selected departments and localities to draw lessons and replicate successful models.
