A number of contractors working on Bien Hoa – Vung Tau expressway project section running through Dong Nai province have been urged to mobilize more manpower, equipment and implement round-the-clock construction shifts to meet the target of achieving technical clearance by December 19, 2025.
The project section in Dong Nai is divided into two components. Component Project 1 is overseen by the provincial Project Management Board for Construction Investment, while Component Project 2 is managed by Project Management Unit 85 (PMU85) under the Ministry of Construction.

Several contractors lag behind schedule commitments
In mid-July, the provincial Project Management Board (PMB) submitted a report to the Dong Nai People’s Committee, indicating that on-site inspections at two construction packages under Component Project 1 revealed that multiple contractors had failed to meet the required pace to ensure basic completion by December 19, 2025. Contractors behind schedule include Truong Son Construction Corporation, Trung Nam E&C JSC, 479 Hoa Binh JSC, and Hai Dang JSC. Notably, Hai Dang JSC was assessed as lacking the necessary financial capacity, materials, machinery, and workforce to meet the project timeline. As of the latest inspection, the section under this contractor had reached only about 7% of the contract volume.
According to the Board, while all contractors met the capacity requirements in their bidding dossiers and committed to a 24-hour working schedule (three-shift, four-team), actual implementation has been inconsistent and ineffective.
On July 11, during an inspection visit to the expressway construction site, Minister Tran Hong Minh of Construction reiterated that the consistent goal is to complete technical clearance of the entire expressway section in Dong Nai by December 19, 2025.
In a document dated July 22 sent to the PMU85, Deputy Director Dinh Manh Duc of Department of Construction Economics and Investment Management (DoCEIM) under Ministry of Construction pointed out that several contractors under Component Project 2 are also behind schedule. Specifically, Vinaconex is delayed on roadbed filling for the main route and the Song Vac bridge. Truong Son Construction Corp is behind on construction of the left-branch bridge at Long Thanh interchange, and roadbeds at both ends of bridge branches N4 and N6. Thai Yen Construction Investment JSC is lagging behind on the right-branch of Long Thanh interchange and roadbeds for branches N3, N7, and N12. Meanwhile, Central Construction Group JSC is behind on main route roadbed filling, roadbeds at Suoi Ca and Da Vang bridges, and protective works for the D900 water pipeline.
Contractors may be reassigned if progress remains unsatisfactory
Deputy Director Nguyen Linh of the PMB affirmed that the board is committed to achieving technical clearance of Component Project 1’s main route by December 19, 2025, following directions from the Prime Minister and the provincial People’s Committee. Accordingly, underperforming contractors have been instructed to enhance workforce and equipment, and rigorously implement round-the-clock work schedules. Contractors are also required to proactively secure material supplies, particularly construction-grade stone, to accelerate progress.
Regarding Truong Son and Hai Dang companies, on July 21, Vice Chairman Ho Van Ha of the provincial People’s Committee signed an official request demanding these contractors urgently mobilize all financial, human, and equipment resources. They must also secure land and materials, and maintain a 24-hour working schedule, including work on Saturdays and Sundays, to make up for delays. The two contractors are also required to submit revised, detailed construction schedules outlining how they will ensure technical clearance by December 19 to the PMB and the Department of Construction.

Meanwhile, the DoCEIM requested PMU85 to instruct Vinaconex to increase equipment, labor, and work crews to complete main route roadbed filling in July and specific components of the Song Vac bridge including abutment M2, pier T2, and Super T girder casting by August 2025.
Construction Corporation No.1 and Central Construction Group must complete main route roadbeds and both ends of Suoi Ca bridge in July, finish the D900 pipeline protection in September, and carry out simultaneous groundwork and pavement installation to ensure project synchronization.
Thai Yen and Truong Son companies have also been required to accelerate bridge and approach road works to complete the Long Thanh interchange by September 2025 and adjacent roadbeds by October.
Importantly, the DoCEIM has directed PMU85 to consider contractually reassigning work volumes if any contractors fail to meet the agreed timelines.
