VSS strives to raise health insurance coverage above 95% in 2026

On July 7, Vietnam Social Security (VSS) held a nationwide online conference to review its performance during the first half of 2026 and outline key tasks for the remainder of the year. According to VSS, the social insurance sector recorded encouraging results during the first six months of 2026, including improved policies, expanded coverage of social insurance (SI), health insurance (HI), and unemployment insurance (UI), and accelerated digital transformation in management and benefit payments.

As of June 30, the whole country had 22.23 million social insurance participants, up 17.3% compared with the same period in 2025. Of these, participation in voluntary social insurance increased by 42%. The number of unemployment insurance participants reached 17.56 million, up 14.4%, while health insurance enrollment climbed to 98.68 million, an increase of 8.1% year-on-year.

Total revenue from social insurance, unemployment insurance and health insurance reached VND338.8 trillion, equivalent to 54.2% of the annual plan and up 14.5% year on year. The settlement of benefit entitlements and policies continued to be carried out promptly, with millions of people receiving social insurance and unemployment insurance benefits, as well as health insurance-covered medical examinations and treatment. More than 90% of pension and social insurance allowance payments during the June 2026 payment period were made through beneficiaries' personal bank accounts.

In Dong Nai City alone, more than 4.2 million people had participated in social insurance, health insurance and unemployment insurance programs by the end of June, achieving 97.2% of the annual target assigned by Vietnam Social Security. Notably, the city's health insurance coverage reached 93.5% of the population, narrowing the gap toward the Dong Nai City Party Committee and People's Council's target of 96% to just 2.5 percentage points.

During the conference, delegates discussed key measures for the second half of 2026. Nationwide, VSS aims to ensure that by the end of the year, at least 48% of the working-age labor force participates in social insurance, at least 37% is covered by unemployment insurance, and more than 95% of the population is enrolled in health insurance.
