The Dong Nai City People's Committee has issued Plan No. 116/KH-UBND dated June 25, 2026, to implement free annual health check-ups or health screening examinations for all residents across the city in 2026.

Under the plan, the city aims to ensure that by the end of 2026, 100 percent of residents receive at least one free periodic health check-up or screening examination during the year. In addition, all commune- and ward-level health stations will participate in managing residents’ health records; all students will undergo health screenings at the beginning of the school year; and all enterprises will provide periodic health examinations or screenings for their employees in accordance with regulations.
The program will cover a wide range of beneficiaries, including employees working under labor contracts, probationary workers, apprentices and trainees, civil servants, public employees, members of the armed forces, persons with disabilities, poor and near-poor households, individuals with meritorious services to the nation, senior citizens aged 60 and above, students at universities, colleges and vocational institutions, schoolchildren, children under 24 months of age, out-of-school children aged between 24 months and under 18 years, as well as informal workers and residents without stable employment, such as street vendors, farmers, fishermen and homemakers.

Health examinations will be conducted at hospitals, medical centers, qualified clinics, commune and ward health stations, and mobile healthcare units operating in residential areas, industrial parks, schools and workers’ housing complexes. The city will also organize specialized screening campaigns targeting senior citizens, women, children, people living with chronic diseases and other high-risk groups. Examination results will be updated immediately to individuals’ electronic health records and integrated into the national digital identification application, VNeID.
According to the plan, the preparation phase will be completed by June 30, 2026. The health check-up program will be carried out from July 1 to December 31, 2026, with a comprehensive review and evaluation scheduled for the first quarter of 2027.
The City People's Committee has assigned the Department of Health to lead implementation efforts in coordination with relevant departments, sectors and local authorities. The plan also calls for mobilizing both public and private healthcare systems, accelerating digital transformation, standardizing population data and strengthening public awareness campaigns to encourage residents to adopt the habit of annual health check-ups.
The total estimated budget for the program exceeds VND 1.3 trillion (approximately USD 50 million).
