Dong Nai expects the highest medical staff attraction level to be 700 million VND

On November 9, the Dong Nai Department of Health reported that it has drafted a Resolution outlining policies on attracting, supporting, and training medical human resources in Dong Nai province for the 2026–2030 period.

The purpose of the draft resolution is to attract doctors to work in Dong Nai and ensure the necessary number of doctors for disease prevention, treatment, and professional technical development of units in the province.

At the same time, the policy aims to encourage doctors and medical staff to feel secure in their work at assigned units, thereby contributing to the improvement of healthcare quality and the protection of public health across the province. It aims to reach 13–15 doctors per 10,000 people by 2030, ensuring that 100% of commune-level health stations are staffed with doctors, and providing adequate staffing, comprising nurses, doctors, midwives, and technicians, to fulfill duties at each unit. By 2027, each commune-level health station is expected to have at least 4 to 5 doctors. In addition, the policy focuses on training and enhancing the quality of medical human resources, comprehensively improving service standards, and advancing specialized medical care.

According to the draft resolution, those eligible for the incentive policy to work at the Department of Health, public non-business units under the Department of Health, and commune/ward health stations include: doctors with postgraduate qualifications (resident doctors; doctors with master’s degrees; Specialist I doctors; medical doctors; Specialist II doctors; professors of medicine; associate professors of medicine); and general practitioners (medical doctors) who have completed a formal 6-year training program, graduating with an average-good classification or higher from public training institutions, to work at public non-business units under the Department of Health and at health stations.

The draft resolution also aims to attract preventive medicine doctors trained in the regular system (a 6-year system) with a graduation degree of average-good or higher from public training institutions to work at health stations.

Regarding the incentive levels, the draft resolution states clearly that eligible individuals will receive a one-time incentive payment when taking up positions at public non-business units that self-finance both regular and investment expenditures, or at public non-business units that self-finance regular expenditures. Specifically: professors (500 million VND); associate professors (400 million VND); doctors and Specialist II doctors (300 million VND); doctors with master’s degrees, Specialist I doctors, and resident doctors (200 million VND); general practitioners (150 million VND).

The attraction level when individuals work at public non-business units that partially self-finance regular expenditures is as follows: professors (600 million VND); associate professors (500 million VND); doctors, Specialist II doctors (400 million VND); doctors with master’s degrees, Specialist I doctors, resident doctors (300 million VND); general practitioners (250 million VND). Preventive medicine doctors working at commune/ward health stations will receive an attraction payment of 200 million VND.

The highest incentive level for individuals working at public non-business units where the State covers regular expenditures is 700 million VND for the title of professor. This initiative is followed by associate professors (600 million VND), doctors and Specialist II doctors (500 million VND), doctors with master’s degrees, specialist doctors at level I, and resident doctors (400 million VND), as well as general practitioners (300 million VND). Preventive medicine doctors working at commune or ward health stations will receive an incentive payment of 250 million VND.
