Forensic mental health has a more complex remit, not only being involved in the assessment and treatment of those who have potentially compensatable injuries but also providing advice to courts and tribunals on competency and capacity, said Vietnamese Health Minister Nguyen Thi Kim Tien.
Forensic mental health is part of judicial assessment, contributing to solving cases exactly and objectively, said Ms. Tien. Accordingly, it plays an important role in giving the devil his due.
Five centers locate in the northern province of Phu Tho, the central province of Thua Thien-Hue, the central highlands province of Dak Lak, the Mekong delta city of Can Tho and Ho Chi Minh City. They will carry out forensic mental health check-up following the requirement of police and individuals.
Medical workers of these centers will check whether criminals suffer mental diseases and the level from which to declare if criminals are insane or not.
The center in Phu Tho will conduct forensic mental health check-up for 9 northern mountainous provinces including Phu Tho, Dien Bien, Lai Chau, Son La, Lao Cai, Yen Bai, Ha Giang, Tuyen Quang and Vinh Phuc while the center in Thua Thien-Hue will assume responsibility for 7 central provinces including Thua Thien- Hue, Quang Binh, Quang Tri, Da Nang, Quang Nam, Quang Ngai and Binh Dinh,
Ho Chi Minh-based center will provide check –up to cases in the city, the southern provinces of Ba Ria-Vung Tau and Long An.
Meantime, the center in Dak Lak will focus its mission on the central highlands and coastal central provinces such as Dak Lak, Dak Nong, Gia lai, Kon Tum, Khanh Hoa, Phu Yen and Lam Dong.
Can Tho city-based center will provide competency examinations for 8 Mekong delta province including Can Tho, Ca Mau, Bac Lieu, Kien Giang, Hau Giang, Soc Trang, Dong Thap and An Giang.
Forensic mental health services for the remaining localities will be conducted by the central forensic mental institute and its sub-department in the South located in Dong Nai province.
