The government has established a department within the Ministry of Health to administer a program to combat tobacco usage in Vietnam and help people kick the habit along with a special revenue fund to account for it.

The programme will support such activities as popularising the negative impacts of tobacco and develop smoke-free work place models.

It will also engage in organising designated smoking areas in public places and support the establishment of community-based services to help smokers quit the habit.

The special revenue fund receives money from compulsory contributions of tobacco manufacturers and importers as well as donations from national and international organisations and individuals.
