On December 4, according to the Provincial People's Committee, the Provincial Construction Investment Project Management Board (CIPMB) has been assigned to undertake preparatory investment procedures for transport projects linking Dong Nai province with Ho Chi Minh City.

Accordingly, the Provincial People's Committee tasked the CIPMB with preparing investment proposal dossiers (pre-feasibility study reports or investment policy proposal reports) for the D21 Road, D30 Road, Pham Van Dieu Road, and Xom La Bridge projects.
At the same time, the Provincial People's Committee assigned the Department of Construction to lead and guide relevant localities in handling procedures for adjusting and updating construction planning related to the projects. The Department of Agriculture and Environment will guide affected localities in implementing procedures for updating and adjusting land-use planning, as well as for land acquisition to support project implementation. The Department of Finance will review, balance, and advise the Provincial People's Committee on reporting to competent authorities regarding capital allocation once the projects meet requirements on documentation and funding sources.
The D21 Road, D30 Road, Pham Van Dieu Road, and Xom La Bridge projects are among the transport works that Dong Nai and Ho Chi Minh City have mutually agreed to prioritize for coordinated implementation during the 2026–2030 period, aiming to strengthen connectivity between the two localities. Among them, the Xom La Bridge project and the connecting route from Provincial Road 768 to Ring Road No. 3 in Ho Chi Minh City have a total length of about 2.9 kilometers. Of this, Xom La Bridge is approximately 400 meters long; the connecting road to Provincial Road 768 is about 600 meters long; and the widening of Pham Van Dieu Road covers roughly 1.9 kilometers, with a planned right-of-way of 42 meters.
The D21 Road project is estimated to be 3.2 kilometers in length and is planned to be developed as an urban road with 4 to 6 lanes. Meanwhile, the D30 Road project is approximately 1.8 kilometers long and is expected to be built as an urban road with four lanes.
