Project dossier on extending Ben Thanh – Suoi Tien metro line to Tran Bien, Long Thanh Airport submitted to Provincial Standing Party Committee

On September 9, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People’s Committee Ho Van Ha chaired a working session to hear a report from the investor consortium of DonaCoop Infrastructure Investment Joint Stock Company and VinaCapital Group on the progress of preparing the investment dossier for the project to extend the Ben Thanh – Suoi Tien metro line to Tran Bien and Long Thanh International Airport, as well as to develop a transit-oriented development (TOD) model.

According to the investor consortium, the project to extend the Ben Thanh – Suoi Tien metro line to Tran Bien and Long Thanh airport will cover a total length of about 38.5km, divided into three sections: a 6.5km route from station S0 to the new administrative center of Dong Nai province in Bien Hoa 1 Industrial Park; a 27km route from the new administrative center of Dong Nai province to Long Thanh airport; and a 5km route from the new administrative center of Dong Nai province to the central axis road of Bien Hoa city (old).

The consortium also proposed implementing the project under a public-private partnership (PPP) model through a build–transfer (BT) contract. Of the estimated VND65 trillion construction cost, the entire amount would be financed by the investor, while the site clearance costs would be covered by the State through public investment.

In addition, the consortium suggested dividing the project into independent sub-projects, including: land clearance and compensation (to be carried out by the State); construction of a 33.5km metro line from station S0 to station S2.4 and Long Thanh airport; and construction of a 5km metro line toward the central axis road of the old Bien Hoa city.

At the meeting, the consortium also proposed seven areas along the metro line to implement TOD development, with a total area of more than 880 hectares.

In his concluding remarks at the working session, Vice Chairman of the Dong Nai People’s Committee Ho Van Ha noted that preparation of the investment dossier had been delayed. He requested the consortium to work closely with the DoC to revise the plan and shorten the implementation timeline, stressing that the dossier must be submitted to the Provincial Standing Party Committee within September 2025.

At the same time, Vice Chairman of the Dong Nai People’s Committee Ho Van Ha assigned the DoC to coordinate with the consortium in reviewing and determining the shortest and most feasible route alignment. Locations for metro stations must also be identified to calculate the development of TOD urban model nearby. For the stations located within urban areas, underground design and construction will be required.
