On September 19, Dong Nai provincial inspection delegation on administrative reform led by Vu Thi Phuong, Deputy Head of Administrative Reform – Archives Division under the Department of Home Affairs (DoHA), conducted inspections of administrative reform and administrative procedure control in Tam Hiep and Long Binh wards.

Reporting to the delegation, Deputy Party Secretary and Chairwoman of People’s Committee of Tam Hiep ward Le Kim Huong said: Tam Hiep ward was formed by merging Tam Hiep, Tan Mai, Binh Da, and Tan Hiep wards. It covers an area of more than 10.8 square kilometers with a population of 139,400 residents living in 35 neighborhoods. The Party Committee and the People’s Committee of the ward have consistently paid attention to and directed the effective implementation of administrative reform tasks. From July 1 to August 30, 2025, the ward received 3,468 administrative dossiers, of which over 98.7% were processed on time or ahead of schedule, and more than 93.4% were digitized. The handling of citizens’ feedback and petitions through the provincial 1022 hotline reached 100%. Citizen satisfaction with administrative services provided by agencies and units in handling administrative procedure also reached 100%.

The Tam Hiep ward Public Administration Service Center (PASC) currently has 14 service counters staffed by 14 employees, applying information technology and digital transformation to operate the two-tier local government model.

Chairwoman of Tam Hiep ward People’s Committee Le Kim Huong added that in the coming period, the ward will continue to accelerate administrative procedure reform and digital transformation. The Public Administration Service Center will focus on resolving administrative procedure in an electronic environment to reduce time and costs for citizens and businesses; improving the quality of online public services; and ensuring transparency, convenience, and accessibility for people and organizations when handling administrative procedures.

Long Binh ward was established by merging Long Binh, Tan Bien, and Ho Nai wards, with a population of over 267,000 residents across 37 neighborhoods. From July 1 to September 2, the ward received 6,283 dossiers, of which 97% were submitted online; 99% were digitized; and 99.5% were processed on time or ahead of schedule.
Nguyen Van Anh, Vice Chairperson of Long Binh ward People’s Committee and Director of the ward’s PASC, noted that the ward Party Committee and People’s Committee have effectively implemented administrative reform, particularly in applying the two-tier local government model across all fields, bringing tangible benefits in handling administrative procedures for citizens and businesses. The structure and staffing of ward-level officials have been rationally arranged in compliance with regulations, thereby enhancing the efficiency of the administrative apparatus.
Concluding the inspection, Vu Thi Phuong, Deputy Head of Administrative Reform – Archives Division, DoHA acknowledged the results achieved in administrative reform and administrative procedure control in the two wards. She also requested that Party committees and authorities of both wards continue to strengthen the review of administrative reform tasks and administrative procedure control to deliver the best outcomes for citizens and businesses in line with legal regulations.
The delegation also noted the recommendations and proposals of the wards to consolidate and advise the provincial People’s Committee in developing appropriate solutions based on regulations, thereby helping localities overcome difficulties and operate the two-tier local government model more effectively.
