The Party Committee of Dong Nai Provincial People's Committee was established and officially began operation on July 1, 2025, following the merger of the former Party Committee of Dong Nai Provincial People's Committee and the former Party Committee of Binh Phuoc Provincial People's Committee. After the merger, the Party Committee of Dong Nai Provincial People's Committee consists of 79 grassroots-level party organizations, with a total of 19,283 members.

On the occasion of the 1st Congress of the Party Committee of the Provincial People's Committee, term 2025-2030, reporters from Dong Nai Newspaper and Radio, Television had a conversation with Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Secretary of the Party Committee of the Provincial People's Committee, about the congress agenda and the notable achievements during the past term.
Reporter: Comrade Vo Tan Duc, how do you assess the results of implementing the resolution of the previous term’s Party Committee of the Provincial People's Committee?
Vo Tan Duc: In the past term, the Executive Committee and Standing Committee of the Party Committee of the Provincial People's Committee focused on leading and directing the Provincial People's Committee and affiliated party organizations to carry out Party building work and manage socio-economic development, national defense, and security with significant results. This has contributed to strengthening the comprehensive leadership capacity of the Party Committee of the Provincial People's Committee. Notably, the work of political and ideological dissemination and education of Party directives and resolutions were carried out effectively. Party building received comprehensive attention, while Party membership development focused on both quality and quantity. Over the term, the Party Committee admitted 130 new members and confirmed 175 full members.
In addition, social welfare and sustainable poverty reduction works were implemented effectively. The province commenced six social housing projects with a total of 2,667 housing units, and by the end of 2025, it plans to start another seven projects with 10,749 units. Furthermore, 579 houses were completed and handed over to households facing housing difficulties, achieving 124.7% of the plan, while 625 temporary or dilapidated houses were replaced, fulfilling 100% of the target. Land management, mineral resources, environmental protection, and new rural development have also seen positive changes.
In the first half of the year, the province’s economic growth rate (GRDP) reached 8.34%. As of July 20, foreign direct investment (FDI) inflows stood at US$1.58 billion, while domestic investment exceeded VND 64 trillion. From early this year to July 31, budget revenue reached VND 51.924 trillion, equivalent to 74% of the government’s target and 70% of the provincial People's Council’s plan. The economic structure shifted in the right direction, reflecting the strong growth of key industries.
Reporter: Among these results achieved by the Party Committee of the provincial People’s Committee, which achievement left the strongest impression on you?
Vo Tan Duc: What impressed me most was the timely study and implementation of Party directives and resolutions, which helped enhance awareness among officials and Party members. This fostered the strength of solidarity and joint efforts, enabling the successful accomplishment of the political tasks of the Party Committee of the provincial People’s Committee.
The above-mentioned achievements resulted from the timely leadership of the Secretary of Provincial Party Committee, members of the Provincial Standing Party Board, the provincial Party Committee’s Standing Committee as well as the prompt guidance and coordination of the Party Commissions and the Office of the Provincial Party Committee. The achievements also stemmed from the determination and proactive actions of the Party Executive Committee of the Provincial People's Committee in translating resolutions into concrete programs and plans for timely leadership and implementation. In addition, the dynamism, responsiveness, and ability to quickly adapt of officials and Party members in specialized advisory bodies and assisting offices of the Party Committee played a crucial role in ensuring the successful fulfillment of the socio-economic development goals, the safeguarding of national defense and security, and the advancement of international integration of the Party Committee of the Provincial People's Committee.

Reporter: The theme of the 1st Congress of the Party Committee for the 2025-2030 term is “Solidarity – Democracy – Discipline – Creativity – Development.” Could you elaborate on this guiding principle?
Vo Tan Duc: The congress has set the theme: “Strengthening solidarity, maintaining discipline, promoting democracy, fostering creativity; determined to build a clean, strong, and comprehensive Party Committee of Dong Nai Provincial People's Committee,” with the congress’s motto “Solidarity – Democracy – Discipline – Creativity – Development.”
The congress defined to enhance solidarity within the Party Committee, grounded in adherence to Party principles, especially democratic centralism, while respecting and ensuring the rights and interests of the people. It calls for strengthening discipline and order in Party activities, in government agencies, and in the conduct of officials, Party members, civil servants, and public employees. Moreover, science, technology, and innovation should be considered a new growth driver, making a vital contribution to the Party Committee’s comprehensive development.
Reporter: The congress identified four breakthrough tasks for the next term: enhancing political and ideological education for Party members; strengthening discipline across the Party Committee; promoting IT application and accelerating digital transformation; and fully leveraging leadership capacity to implement key priorities. Why were these four breakthrough tasks chosen?
Vo Tan Duc: These four breakthrough tasks are rooted in the Party Committee’s specific context and are considered crucial for the 2025-2030 term.
First, improving the quality of political and ideological education for cadres, members of the Party Committee of the Provincial People’s Committee is vital in this new era of national rise.

The Party Committee of the Provincial People's Committee has a large number of subordinate Party organizations and members, accounting for nearly one-sixth of the total Party membership in Dong Nai Province. Its grassroots Party committees and branches are widely distributed across the province, with some branches even based in neighboring countries such as Cambodia and Laos. Meanwhile, hostile forces have been intensifying their activities, pursuing schemes of “peaceful evolution” aimed at undermining the regime and the Party. Against this backdrop, the congress has identified the need to focus on improving political and ideological education for officials and Party members, thereby raising awareness, strengthening their “resistance” to hostile narratives, and making an important contribution to safeguarding the Party’s ideological foundation.
For the 2025-2030 tenure, the Party Committee of the provincial People’s Committee sets the objective of guiding the Dong Nai People’s Committee to achieve key economic development targets. Specifically, the average GRDP growth rate is expected to reach 10% per year or higher. By 2030, the average GRDP per capita is projected to hit approximately 282.4 million VND. Moreover, the share of the digital economy in GRDP is targeted to exceed 30%. The poverty rate is expected to decrease annually by 1-1.5%. By 2030, all communes are aimed to meet new rural standards, alongside the construction of 64,690 social housing units. Over 90% of grassroots Party organizations and Party members are expected to perform well or better each year. By 2030, 100% of state agency operations are to be directed and managed through electronic platforms.
Secondly, the Party Committee aims to reinforce discipline and order across the entire Party organization, while combating signs of deterioration in political ideology, ethics, and lifestyle. These efforts are intended to contribute to improving the quality of Party organizations and Party members under the new circumstances.
Strengthening inspection and supervision of Party organizations and members in complying with the Political Platform, the Party Charter, as well as the Party’s guidelines, resolutions, and directives. This also includes adherence to state laws, the performance of Party members’ duties, and observance of regulations on exemplary conduct, ethics, and lifestyle. Through these measures, timely corrections, education, warnings, deterrence, and violation prevention can be carried out, thereby contributing to the overall enhancement of the quality of Party organizations and members within the Dong Nai People’s Committee Party Committee under the new context.
Thirdly, it’s essential to enhance the application of information technology and accelerate digital transformation in the operations of Party agencies and organizations. These efforts aim to ensure synchronization, modernization, and effective support for leadership, management, administration, and Party activities.
Amid a rapidly changing and unpredictable global context, the synchronized implementation of four pillars including the development of science and technology and innovation; international integration; private sector development; and reform of law-making and law enforcement, will serve as the foundation for sustainable economic growth, effective adaptation, and breakthroughs in the new era. In current Party operations, the application of science, technology, and digital transformation is especially critical. The congress has identified this as a key task to ensure the effective performance of leadership, management, administration, and Party activities.
Fourthly, efforts should be made to bring into play the comprehensive leadership and direction over the Dong Nai People’s Committee in implementing key areas, generating strong breakthroughs to successfully accomplish tasks related to economic, cultural, social, and national defense-security development in the coming period.
This represents an important political task for the Dong Nai People’s Committee Party Committee. It involves promoting the leadership capacity and combat effectiveness of Party organizations in accordance with the Party Charter. While the Party Committee has the function of leading and directing the People’s Committee in performing political tasks, the operational model is still new and unprecedented, which initially causes some difficulties. The upcoming political tasks for the People’s Committee are substantial, aimed at achieving double-digit economic growth, maintaining political stability, and ensuring a prosperous and happy life for the people. To successfully lead the People’s Committee in accomplishing these tasks, the Party Committee must closely follow its assigned functions and responsibilities, coordinate in a timely manner, and provide guidance to resolve difficulties and obstacles during implementation.

Reporter: In the new term, alongside certain advantages, there are also numerous difficulties and challenges facing the Dong Nai People’s Committee Party Committee. To successfully achieve the targets set out in the congress resolutions, what message would you like to send to Party organizations and all Party members within the Party Committee?
Vo Tan Duc: The tasks set for the Dong Nai People’s Committee Party Committee in the 2025-2030 term are substantial and extremely demanding. To successfully achieve the targets set out in the congress resolutions, I hope that each member of the Party Committee, as well as the Party leadership at all grassroots levels, will strengthen unity, uphold discipline and order, and promote democracy. They should actively pursue innovation and creativity, enhancing the leadership capacity and combat strength of Party organizations. Furthermore, they are expected to guide cadres, Party members, civil servants, public employees, and employees across the Party Committee of the provincial People’s Committee to maintain confidence in the Party’s leadership, while fostering the determination to build a clean and comprehensively strong Party Committee in the new era.
